Public Comments
Commissioner Beierle updated the court under Public Comments. Commissioner Beierle thanked the City of Burnet for their efforts in the Bluebonnet Festival and specifically the Sheriffs Office, City Police Department and the Fire Departments for their joint effort. Commissioner Beierle informed the court that the command trailer was deployed and drone footage was used to assist in incidents at the festival. Commissioner Dockery informed the court that the command trailer performed as it was supposed to.

The court heard a Presentation of a Proclamation acknowledging April as Child Abuse Awareness Month. Commissioner Dockery read the proclamation to the court proclaiming April 2023 as Child Abuse Awareness Month.
Motion is made by: Commissioner Precinct 2 Damon Beierle, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to approve the Proclamation acknowledging April as Child Abuse Awareness Month.

Caroline Ragsdale, thanked (BACA) Bikers Against Child Abuse for being there and keeping the children safe. Ms. Ragsdale thanked the court for bringing awareness to the citizens that are in the county as there is child abuse in Burnet County.

The court discussed the name change of County Road 412 to Grelle Park Rd. Commissioner Dockery informed the court that the road was abandoned in a previous commissioners court per the request of LCRA . Commissioner Dockery informed the court that there is still a park and there could possibly be a 911 call from that area. Jessica Haile,Development Services 911 Addressing, presented the form to the court to rename the road to Grelle Park Road.

Karin Smith, County Auditor, informed the court that it's a renewal grant that funds the Public Defenders Office.

The court discussed Department Updates. Derek Marchio, Emergency Management Coordinator, introduced Daniel Reyes, County Liaison Officer from Texas Division of Emergency Management. Daniel Reyes, County Liaison Officer, introduced himself and informed the court that he would split his time with Blanco county and he looked forward to working with the commissioners.
Sara Ann Luther, Human Resources, informed the court that the county spring picnic will be Friday May 5, 2023 from 11:00 a.m. to 2:30 p.m. and will be held at the Wallace Ridell Park. Ms. Luther felt like this facility would have room for employees. Ms. Luther requested the opinion from the commissioners for food choice and the Precincts to cook for the event. Ms. Luther thanked Vicinta Stafford, County Clerk, and her office for handling the raffle baskets and organizing.

The court heard a Presentation and discussion regarding the appointment of William “Bill” Eide to the ESD 8 Board for an unexpired term ending December 31, 2024. Commissioner Beierle, corrected the pronunciation of Mr. Eide. Commissioner Beierle informed the court that Mr. Eide is a resident of ESD No.8 who moved to the area from Houston and believes he would be good for the board.

Commissioner Dockery informed the court that a letter was received from the property owners and they were not aware of how property taxes worked in Texas. Commissioner Dockery informed the court that this request does not fit the qualifications that are required by the law.

The court discussed approval to apply to sign the Williamson County District Attorney for the FY 2023 Motor Vehicle Crime Prevention Authority (MVCPA) Grant Program for the Heart of Texas Auto Theft Task Force for September 1, 2022 – August 31, 2023. Karin Smith, County Auditor, informed the court that this is on the current grant and is an agreement between the Motor Vehicle Crime Prevention Unit and Williamson County District Attorneys Office and there is no cost involved.

The court discussed the approval to renew property/mobile equipment insurance with Texas Association of Counties Risk Management Pool for the period 7/1/23 – 7/1/24. Karin Smith, County Auditor, provided a list with all of the assets. Commissioner Dockery, requested the Commissioners review this document to make sure all of the county assets were on the list.

The court discussed Administrative Leave for part-time employees who are unable to work their scheduled hours due to the unforeseen/unanticipated closure of Burnet County by the County Judge/Senior Commissioner. Sara Ann Luther, Human Resources, informed the court that part-time employees have no benefits other than their retirement. Ms. Luther informed the court that during weather issues when the county is closed they miss hours. Ms. Luther proposed to add administrative leave for an unforeseen closure that the employee can not make up the hours since they are part time. Ms. Luther informed the court that there are roughly 20 part-time employees for the county. Commissioner Beierle asked if temporary employees would be included in this policy. Ms. Luther informed the court that temporary employees would not be added into this policy. Commissioner Beierle requested for Ms. Luther to bring back the exact wording to the next Commissioners Court on April 25,2023. Commissioner Dockery, requested Stephanie McCormick to add this to the next agenda and this item would be placed on hold.
