Claire Nybro presented to the court 2 press releases, and discussed the increased violence in Burnet County.

Resignation from Pat Erickson, ESD 1
The court discussed the acceptance of the resignation from Pat Erickson, ESD 1.

Preliminary plat - The Estates at Dominion Ranch
The court discussed the preliminary plat approval for The Estates at Dominion Ranch, a subdivision consisting of 210 lots on 996.426 acres located at 6761 FM 2657.
Herb Darling, Development Services, addressed the court and stated the applicant has met the requirements and recommended the approval of the preliminary plat.
Susan Gasparotto, Darian Stern, Opal Campbell, Debra Reavis, Jesse Smith, Angela Beuermann, residents, addressed the court and spoke about the water supply and are against the preliminary plat for Estates at Dominion Ranch.
Alena, civil engineer on the project, addressed the court and said they had completed a water study.
Mitchell Sodek, General Manager CTGCD, addressed the court and explained the procedures and requirements for water certification.
Rahal Kundavaram, Developer, addressed the court about the subdivision and the water study with the CTGCD. 
Patricia Cope, a resident, addressed the court and asked the question, What if the property owner's wells run dry is there any recourse?

The court discussed making the part-time Assistant County Court at Law Court Coordinator position into a full-time position due to the unforeseen increase of Probate and Guardianship cases.

Karin Smith, County Auditor, stated the pay salary range is $48,734 - $51,958 grade 62.

The court discussed calling for Bids and Bid openings, request for proposals/qualifications and related openings
 a.  Award of the bid for the work to be performed on CR 408S. To be paid using the 2022 Tax Note.

Karin Smith, County Auditor, gave a summary on the bids for the work performed on CR 408S. There were 4 bids from Texas Material Group, Lone Star Paving, Alpha Paving and Blacksmith ventures. The lowest bid was from Texas Material for $473,095.06.
 

Motion is made by: Commissioner Precinct 4 Joe Don Dockery, Seconded by: Commissioner Precinct 1 Jim Luther, Jr. to accept the lowest bid from Texas Material for $473,095.06.

The court discussed the Consent Agenda and require no deliberation by the Commissioner’s Court.  Any item from this agenda may be considered separately:
a. Consideration and approval of any pending personnel issues within the policy.

c. Consideration and approval concerning budget line item transfers.
d. Consideration and authorization of payment of claims previously approved by the County Auditor.

FY 24 Budget Workshop
FY 24 Budget Workshop: The members of the Commissioners Court will meet to discuss and/or take action in the preparation of the FY 24 Burnet County Budget, including but not limited to, addressing all Burnet County government department budgets and/or requests, county policy, county procedures, county goals & philosophies, budget timelines, plus compensation benefits and/or priorities.

Karin Smith, County Auditor, was asked by Comm. Dockery to join in the discussion.

The court discussed the summary of requests report, FY24 budget request, and the COLA increase for FY24.
 

Motion is made by: Commissioner Precinct 1 Jim Luther, Jr., Seconded by: Commissioner Precinct 4 Joe Don Dockery to approve the COLA at 5% and step at 2%, COLA at 7%.

Vote: 3 - 0 Passed - Unanimously
