County of Burnet   {}      On this the 2nd day of  August 2025, the Burnet County Commissioners Court met in regular session. The following members of the court were present:

Judge Bryan Wilson called the meeting to order at 9:01 a.m.
 
Item #2 Invocation and Pledge of Allegiance to the Flags
Tim Denton led the invocation.

Item #6 Discuss, consider, and take appropriate action regarding extending the Burnet County Local State of Disaster. (Wilson)

Item #4 Presentation of the donation from the Burnet County Employee Picnic basket sales to Ark of the Highland Lakes and brief presentation on flood recovery efforts. (Wilson/ Stafford)
Kevin Naumann, Executive Director of the Ark of Highland Lakes, gave an update on flood recovery. The court presented the Ark of Highland lakes with a donation of $5,107.00.

Item #7 Discuss, consider, and take appropriate action regarding the burn ban for the unincorporated areas of Burnet County. (Wilson)

Item #8 Discuss, consider, and take appropriate action on Burnet County declaring September Suicide Prevention Month. (Wilson)
Roxanne Nelson, JP 1, Lisa Whitehead, JP 2, Stacy Smith, Ellen Troxclair District Liaison, Mike Maples, Bluebonnet trails Communtiy Services CEO, spoke. Stop Minding Your Own Business is coming to Burnet on September 30th, 2025.

Motion is made by Commissioner Precinct 2 Damon Beierle, Seconded by Commissioner Precinct 1 Jim Luther, Jr. to adopt September Suicide Prevention Month

Item #10 Discuss, consider, and take appropriate action regarding the proposed Burnet County holiday schedule for FY26. (Wilson)
 

Motion is made by Commissioner Precinct 2 Damon Beierle, Seconded by Commissioner Precinct 1 Jim Luther, Jr. to approve Burnet County holiday schedule for FY26 with the addition of Columbus Day, October 13th 2025.

Vote: 2 - 3

Item #11 Discuss, consider, and take appropriate action regarding allowing the use of county equipment and manpower to assist the Burnet Rodeo Association in arena preparation for their upcoming fundraiser on October 11, 2025. (Beierle)
 

Motion is made by Commissioner Precinct 2 Damon Beierle, Seconded by Commissioner Precinct 3 Chad Collier to approve the use of county equipment and manpower to assist the Burnet Rodeo Association in arena preparation for their upcoming fundraiser on October 11, 2025.

Item #12 Discus, consider, and take appropriate action FOR authorization to contract with for Dykema Levy to provide Design Services for Briggs Community Center located at 185 Loop 308 in Briggs, Texas. The project will include documenting the existing conditions for the +/-10,000 SF Briggs Community Center, review them against applicable building codes and provide code-compliant corrections. Also provide design and documentation for the rest of the renovation scope and support the builder during construction. (Beierle)
 

Motion is made by Commissioner Precinct 2 Damon Beierle, Seconded by Commissioner Precinct 3 Chad Collier to approve Dykema Levy to provide Design Services for Briggs Community Center located at 185 Loop 308 in Briggs, Texas. Item #13 Discuss, consider, and take appropriate action regarding the following for the County Court at Law's Official Court Reporter's FY24 compensation to be in compliance with the Texas Government Code 252.0929(j). Payment of back pay of 2,080 hours at the difference to actual payment of salary $84,572.80 ($40.66 per hour) and corrected amount of salary $97,136.00 ($46.70 per hour) equals $12,563.20. (Wilson)

Motion is made by Commissioner Precinct 2 Damon Beierle, Seconded by Commissioner Precinct 3 Chad Collier to approve the County Court at Law's Official Court Reporter's FY24 compensation to be in compliance with the Texas Government Code 252.0929(j). Item #14 Discuss, consider, and take appropriate action for authorization of payment to Josh Walenta for reimbursement of reasonable cost incurred for the bulldozer work rendered to restore public access to Cow Creek due to the flooding during the declared disaster on or about July 5th and 6th, 2025. Motion is made by Commissioner Precinct 1 Jim Luther, Jr., Seconded by Commissioner Precinct 3 Chad Collier to move the final adoption of the budget and tax rate to September 16th, 2025 at 9:00 a.m. at the Agrilife building.
