Judge Bryan Wilson called the meeting to order at 9:01 a.m.

Item #3 Public Comments - Pursuant to Texas Government Code 551.007, the commissioners court allows any person to make comment on any item appearing on the agenda, however in this section of public comment any person may make comment on items not posted on the agenda. Any comments made will not be deliberated on by the Commissioners Court during this Public Comments agenda item. Public Comments are limited to three (3) minutes per person.

Item #10 Discuss, consider and take appropriate action on a request for the preliminary plat approval for Oatmeal Preserve, a private subdivision consisting of 40 lots on 150.26 acres located in the 4000 block of CR 336. (Collier)

Motion is made by Commissioner Precinct 3 Chad Collier, Seconded By Commissioner Precinct 2 Damon Beierle to approve the preliminary plat approval for Oatmeal Preserve, a private subdivision consisting of 40 lots on 150.26 acres located in the 4000 block of CR 336.

Vote: 5 - 0 - Unanimously

 
Item #11 Discuss, consider and take appropriate action regarding a request for the final plat approval for Moonlight Bend, Phase 1, a private subdivision consisting of 66 lots on 330.9 acres located at 536 Flying X Road. (Dockery)

Item #15 Discuss, consider, and take appropriate action on authorizing Spectrum to install 1G dedicated fiber circuit with 13 static IP addresses to 127 E. Jackson Street using the DIR procurement process. (Wilson)
 

Motion is made by Commissioner Precinct 4 Joe Don Dockery, Seconded By Commissioner Precinct 3 Chad Collier to approve Spectrum to install 1G dedicated fiber circuit with 13 static IP addresses to 127 E. Jackson Street using the DIR procurement process.

Item #16 Discuss, consider, and take appropriate action regarding amending the Cadence Bank lease agreement for the East Texas Mack Buy Back Program for 2026 Mack GR64F Dump Trucks that was adopted in commissioners court on September 2, 2025, to include authorizing and approving the execution of the lease purchase agreement and conducting a roll call vote. (Wilson) 
 

Motion is made by Commissioner Precinct 4 Joe Don Dockery, Seconded By Commissioner Precinct 3 Chad Collier to apporve amending the Cadence Bank lease agreement for the East Texas Mack Buy Back Program for 2026 Mack GR64F Dump Trucks that was adopted in commissioners court on September 2, 2025, to include authorizing and approving the execution of the lease purchase agreement and conducting a roll call vote.

b. Ratifying the Peace Office Training Reimbursement Agreement for Jermaine Anderson;
c. Ratifying the Peace Officer Training for Leonardo Davila;
d. Ratifying the Capital Area Council of Government Interlocal Agreement for FY 2024-2025 Solid Waste Grant No. 25-12-06.
