The Commissioners Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any matters as authorized by the Texas Government Code including, but not limited to, Sections: 551.071 (Consultation with Attorney). Item #8 Discuss, consider, and take appropriate action regarding appointments for committees and boards:
a. Burnet County's appointment of Capital Area Council of Government (CAPCOG) Aging Advisory Council representative;
b. Burnet County's appointment of CAMPO Technical Advisory Committee (TAC) representatives;
c. Burnet County's appointment of CAMPO Technical Advisory Committee (TAC) representatives - small cities; and
d. Burnet County's official ballot and resolution for the Burnet Central Appraisal District for 2026-2027.
 

Motion is made by Commissioner Precinct 4 Joe Don Dockery, Seconded By Commissioner Precinct 1 Jim Luther, Jr. to approve appointments for committees and boards: a. Lucy Murphy appointed. b. Greg Haley appointed, Herb Darling appointed, c. Russell Sander appointed. d. Caleb Kraenzel appointed.

Item #9 Discuss consider and take appropriate action to report to the Texas Department of Transportation that all Burnet County roadways are in compliance with Texas Manual on Uniform Traffic Control Devices (TMUTCD). (Wilson)
 

Motion is made by Commissioner Precinct 2 Damon Beierle, Seconded By Commissioner Precinct 1 Jim Luther, Jr. to approve the Texas Department of Transportation that all Burnet County roadways are in compliance with the Texas Manual on Uniform Traffic Control Devices.
Commissioner Damon Beierle amended motion that all the roads are in full compliance with the Texas Manual on Uniform Traffic Control Devices (TMUTCD).
Commissioner Damon Beierle amended motion to authorize the County Judge to respond to the Texas Manual on Uniform Traffic Control Devices.

Vote: 5 - 0 - Unanimously

 
Item #10 Discuss, consider, and take appropriate action regarding the County Uniform Policy: (Collier)
a. Establish a department-specific uniform and/ or safety clothing policy;
b. Determine whether the County will provide uniforms or offer an allowance;
c. Identify approved uniform items and set a maximum annual allowance per employee per fiscal year;
d. Identify which clothing items must be reported as taxable income on an employee's W-2.
 

Motion is made by Commissioner Precinct 1 Jim Luther, Jr., Seconded By Commissioner Precinct 4 Joe Don Dockery to continue with the program that we have for shirts and boots and change the program for the jeans with the addition of the iron-on patch to be funded with the road and bridge general.

Vote: 5 - 0 - Unanimously

 
Item #11 Discuss, consider and take appropriate action concerning a request to replat lots 3A and 5A, The Hills at Windermere, Section 4, to be known as lot 3B, The Hills at Windermere, Section 4, a combination of 2 lots into 1. (Dockery)

Motion is made by Commissioner Precinct 4 Joe Don Dockery, Seconded By Commissioner Precinct 3 Chad Collier to approve the request to replat lots 3A and 5A, The Hills at Windermere, Section 4, to be known as lot 3B, The Hills at Windermere, Section 4, a combination of 2 lots into 1.

Vote: 5 - 0 - Unanimously

Item #12 Discuss, consider, and take appropriate action to approve and execute the Texas Association of Counties (TAC) Cybersecurity Course Enrollment Form for Burnet County elected officials and employees to enroll in the TAC cybersecurity training course, in compliance with Texas Government Code §2054.5191, in an amount not to exceed $2,000. (Wilson)
 

Motion is made by Commissioner Precinct 2 Damon Beierle, Seconded By Commissioner Precinct 1 Jim Luther, Jr. to approve and execute the Texas Association of Counties (TAC) Cybersecurity Course Enrollment Form for Burnet County elected officials and employees to enroll in the TAC cybersecurity training course, in compliance with Texas Government Code §2054.5191, in an amount not to exceed $2,000.

Item #13 Discuss, consider, and take appropriate action to decommission Burnet County Sheriff's Office vehicles Unit 180 and Unit 131 and approval to prep and send to auction. (Wilson)

Item #15 Discuss, consider, and take appropriate action certificate pay
a. Suspend Budget Policy to transfer up to $45,000 funds from lapsed salary to Sheriff and Jail Budgets:
b. Consider certificate pay allowance to non-exempt positions within the Sheriff's office; and
c. Update the County's HR Policy and step and grade schedule to reflect changes adopted.

Item #19 Discuss, consider, and take appropriate action to approve the purchase of four (4) APC 208V units from CDW-G for the Technology Department in an amount not to exceed $30,300. (Collier)
 

Motion is made by Commissioner Precinct 2 Damon Beierle, Seconded By Commissioner Precinct 3 Chad Collier to approve the purchase of four (4) APC 208V units from CDW-G for the Technology Department in an amount of $7,000.68 each.

b. Approve, sign, and execute all actions to accept the renewal agreement for Animal Shelter/ Adoption Center Agreement between Hill Country Humane Society and Burnet County in an amount not to exceed $105,0000;
c. Approve, sign, and execute all actions to enter a contract with American Structurepoint, Inc for professional engineering services related to the coordination of transportation planning efforts and the development of a Transportation Infrastructure Capital Improvement Plan and Program (CIPP) in an amount not to exceed $150,000;
d. Approve, sign, and execute all actions to accept the proposal from East Texas Mack Buy Back Program for an additional 2026 Mack GR64F dump truck for Road & Bridge Pct 3 in an amount not to exceed $24,821.583;
