The Commissioners Court shall interview: (a) interview RFQ Respondent Parkhill, RFQ Respondent Lopez, and RFQ Respondent BSW; and thereafter (b) select (by ranking) the best qualified vendor for this matter on the basis of demonstrated competence and qualifications to perform the services; (c) authorize the County Judge to initiate and complete negotiations with the highest rank vendor to determine a fair and reasonable price; and (d) direct that the County Judge thereafter deliver and present the results of that negotiation to the Commissioners Court for full consideration and a recorded vote-action by the Court on the proposed engagement agreement with said vendor as required by law.
