Consideration and Approval of Contract: On-Call Professional Services Contract with Carollo Engineering, Inc. in the amount of $440,582.35 for the Fort Tuthill Well #2 Project for Construction Administration and Inspection Services.

STAFF RECOMMENDED ACTION:

  1. Approve the On-Call Professional Services Contract with Carollo Engineering, Inc. in the amount of $440,582.35 for the Fort Tuthill Well #2 & Pumphouse Project for Construction Administration and Inspection Services; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

Approval of the On-Call Professional Services Contract with Carollo Engineers, Inc. ("Carollo") for Construction Administration & Inspection Services will provide the project administration and inspection requirements necessary for a successful project delivery of the Fort Tuthill Well #2 and Pumphouse reconditioning project; expected to last 15 months in duration. 

This scope of engineering services includes the production of Bid Phase documents necessary for project advertisement, management of Pre-Bid meetings, reviewing contractor bids for completeness, producing and administering the construction schedule, reviewing submittals, producing project documents, providing construction inspections, performing materials testing, producing as-built plans, manage start up and commissioning activities, and managing electrical engineering sub consultant. 

There is a master On-Call Professional Services Contract with Carollo approved by the City Council and under the City's Procurement Code, requests to contract for On-Call Professional Services over $100,000.00 require that staff seek approval from the Change Order Committee prior to seeking Council's approval. The Change Order Committee granted final approval of this On-Call Professional Services Contract on 4-21-2026. Staff, now, seeks City Council approval for this vital water production infrastructure project to help meet growing water demand.

Previous Council Decision or Community Discussion:

  1. City Council approved a contract for the Fort Tuthill Well #2 Drilling project in October of 2020 with Boart-Longyear to drill this new well.  Drilling was successfully completed in June of 2021 and the well drilling project was concluded at that time.
  2. On August 7, 2025, the City Council approved the On-Call Professional Services Contract: Engineering - Water Systems with Carollo Engineers, Inc.
  3. On April 17, 2026, a First Amendment was executed to the Carollo On-Call Professional Services Contract.

Options and Alternatives to Recommended Action:

  1. Approve the On-Call Professional Services Contract with Carollo in the amount of $440,582.35, as approved by the Change Order Committee, and as requested, or
  2. Do not approve the Contract and provide staff direction for further engineering on the project.

Background and History:

In 2018, the City contracted with Atlas Corporation for well siting services and one of the locations that looked promising was the Coconino County Fort Tuthill Recreation Area.  The City had previously drilled a well at Fort Tuthill in 2007 and under an agreement with Coconino County we maintained the right to drill one more additional well on the campus if we chose to do so. Atlas Corporation located a site on an unused section of the park and the City hired Boart Longyear through a qualifications-based selection process.  Boart-Longyear drilled our new well down to 2,500 feet in just 100 days and de-mobilized on June 10, 2021. 

On June 2, 2021, City Council and Staff were invited to the well site for a celebration and barbeque. In 2022, the City hired Carollo Engineers to generate a Conceptual Design Report and develop a workshop to guide our decision process on the construction of a new pumphouse for this new water source. The decision was made by Staff to retrofit and re-tool the existing pumphouse, Fort Tuthill Well #1 pumphouse, to now also receive this second new water source from Tuthill Well #2. Carollo produced a plan set to squeeze additional infrastructure into the existing pumphouse and at the same time, replace some of the existing infrastructure that limited the water production from well #1. 

Additional infrastructure for this project will include items such as 2,600 feet of 8" raw waterline connecting the new well to the pumphouse, a new chlorine disinfection system, a new 30,000-gallon disinfection contact tank, new filtration equipment, and new booster pump to boost the finished water up to distribution pressures. This design also addresses the previous designs shortcomings that ultimately restricted well #1's water production by about 1/3. The new pumphouse design, and the addition of the new well #2 will produce approximately 1,440,000 gallons of water per day for the City's residents and visitors.
