Ratification of Cooperative Purchase Contract with MSS Business Transformation Advisory, Inc.

STAFF RECOMMENDED ACTION:
- Ratify the Cooperative Purchase Contract with MSS Business Transformation Advisory, Inc. in an amount not to exceed $133,000.00, annually, to establish a Master Consulting Agreement - Reconcile Past Consulting Work and Prepare for Future Consulting Projects; and
- Authorize the City Manager to execute all necessary documents.
Executive Summary:
The City of Flagstaff has utilized the services of MSS Business Transformation Advisory, Inc. ("MSS") to support multiple IT Application Modernization initiatives, including the CAD/RMS & JMS Solution Assessment, OpenGov implementation, and RTA Fleet projects. As work progressed, additional services were required to maintain project timelines, resulting in costs documented in the associated change orders.
Approval of the Cooperative Purchase Agreement would authorize the City to reconcile payments and create a Master Consulting Agreement in anticipation of future consulting projects.

Background and History:
The City of Flagstaff has undertaken several initiatives to modernize critical public safety and administrative systems, including the CAD/RMS & JMS Solution Assessment, as well as project and implementation support for OpenGov Procurement/Contracts and the RTA Fleet system. These efforts aim to improve operational efficiency, replace aging systems, and enhance departmental effectiveness through improved technology and business processes.
The CAD/RMS & JMS Solution Assessment was initiated to evaluate replacement options for the City’s public safety systems. The City has relied on its current CAD/RMS system for more than 20 years, and the platform no longer fully meets operational and technical needs. Frequent technical issues require increasing IT support and create inefficiencies for Police, Fire, and Dispatch users. MSS was engaged to assist with business process mapping, requirements development, stakeholder engagement, vendor evaluations, and preparation of recommendations to support selection of a modern solution.
