TITLE:

Consideration and Adoption of Resolution No. 2026-35:  A resolution of the Flagstaff City Council, approving an Intergovernmental Agreement (IGA) between the City of Flagstaff and the State of Arizona, acting by and through the Arizona Department of Transportation (ADOT), for the preliminary scoping design of improvements along Fort Valley Road, between Navajo Road and Sechrist Elementary School.

Executive Summary:

The proposed Intergovernmental Agreement with the State of Arizona Department of Transportation (ADOT) (IGA 26-0011532-1) will provide for preliminary design scoping services, including 15% to 30% design plans, and estimates for sidewalk infrastructure improvements and roadway widening on Fort Valley Road from Navajo Road to Sechrist Elementary School.  Preliminary design also includes determination of environmental and right-of-way requirements.  The project cost is estimated at $628,249, which includes federal aid and the City's 5.7% match. The State will administer the preliminary design. Final design and construction will be addressed in a separate agreement.

The interest of the State in this project is the acquisition of federal funds for the use and benefit of the City and authorization of such federal funds for the project pursuant to federal law and regulations. The State shall be the designated agent for the City for the project, if the project is approved by the Federal Highway Administration (FHWA) and funds for the project are available.

Financial Impact:

The project is funded by the City of Flagstaff Transportation Tax, Propositions 419, Roadway, Pedestrian, Bicycle and Safety Improvements with a proposed FY2026-27 budget of $628,349 (Acct No. 048-10-120-3655-6-4381).  The project is also funded with a Transportation Alternatives Surface Transportation Block Grant through the Federal Highway Administration.

Options and Alternatives to Recommended Action:

1. Approve the IGA with the State of Arizona (ADOT) as recommended. Approval will allow preliminary design to move forward with grant funding of approximately 94.3% and City funding of 5.7%.
2. Reject the IGA with the State of Arizona (ADOT), not recommended.  This action would cancel the project and put into jeopardy the federal block grant opportunity.
