TITLE:

Consideration and Adoption of Resolution No. 2026-38 and Ordinance No. 2026-17:  Amending the Flagstaff City Code, Chapter 1-14, Personnel System, Section 1-14-001-0006, Employee Advisory Committee, and amending the Employee Handbook of Regulations Section 1-10-070, Employee Advisory Committee.

Executive Summary:

Amend Flagstaff City Code, Chapter 1-14, Personnel System, Section 1-14-001-0006, Employee Advisory Committee, to include updates to member definition, term lengths of members, new language for the structure of the committee to be flexible for future organizational changes, and make general grammar and spelling corrections.  The amendments will also better define the alternate member descriptions, remove part-time employees from the ineligibility list, increase member term length from two to three years for continuity, allow for special elections to fill member positions with unexpected vacancies, and allow co-chairs to select a temporary alternate EAC members to attend special committee meetings when the assigned member cannot attend. 

Staff is also proposing amendments to the Employee Handbook of Regulations, Section 1-10-070, Employee Advisory Committee, that will refer employees to the City Code Section pertaining to the Employee Advisory Committee and delete the remaining text that mirrors the Code. Having the duplicative language in the Code and Handbook complicates the amendment process and creates the potential for discrepancies in the documents.

The EAC, Leadership Team, and Legal have all completed a review of the current, redline, and proposed policy and key changes.  EAC has voted to adopt the changes.

The final proposed amendments to the City Code and Employee Handbook of Regulations are currently being reviewed by Legal and will be attached to the final agenda.

The amendments will provide more clear guidance to the Employee Advisory Committee on their process and operation.

Not approve the proposed amendments and operate under the current policy or direct staff to propose alternative amendments.
