TITLE:

Consideration and Adoption of Resolution No. 2026-36:  A resolution of the Flagstaff City Council, ordering and calling a Special Election of the City for November 3, 2026, in conjunction with the City's General Election, to submit a bond question to the qualified electors of Flagstaff with respect to selling and issuing general obligation bonds in the aggregate principal amount of $40,000,000, to be repaid with secondary property taxes for public safety infrastructure and equipment

Consideration and Adoption of Resolution No. 2026-37:  A resolution of the Flagstaff City Council, ordering and calling a Special Election of the City for November 3, 2026, in conjunction with the City's General Election, to submit a question to the qualified electors of Flagstaff with respect to the possible increase of the local Transaction Privilege Tax (Sales Tax) of an additional 0.5% for the purposes of enhanced public safety services

Executive Summary:

The City Council identified public safety as a Council budget priority in January 2025.  This conversation was discussed further during the April 2025 Council Budget Retreat and in a follow-up conversation about a potential public safety ballot measure and citizen committee in September 2025.  City staff began working with the Citizen Committee in November 2025 meeting almost weekly to share information about the City's budget revenues and expenditures, support currently provided for public safety, the identified public safety needs within Fire, Emergency Management, Aircraft Rescue and Firefighting, and Police and sources available to provide additional revenue.  A community survey was conducted with some preliminary thoughts from the Committee on sales tax and general obligation bonds.  This feedback, along with information shared during open call to the public, was considered by the Committee members when crafting a recommendation for City Council's consideration. The recommendation from the committee was for a 0.5% (half cent) sales tax, a $40 million general obligation bond, and an evaluation of the Water Resource and Infrastructure Protection Fund fee (WRIP) in 2027.

The City Council gave direction on May 26, 2026 to advance two ballot questions related to enhanced public safety services; one related to the possible increase of the local Transaction Privilege Tax (Sales Tax) by 0.5% to enhance public safety services, and the other to authorize a bond of $40,000,000 to invest in public safety infrastructure and equipment.
