TITLE:

Consideration and Adoption of Resolution No. 2026-39:  A resolution of the Flagstaff City Council, approving an Intergovernmental Agreement between the Coconino County Community College District ("CCC") and the City of Flagstaff to lease a portion of CCC's Fourth Street campus for use as the East Flagstaff Community Library.
 

STAFF RECOMMENDED ACTION:

  3. Adopt Resolution No. 2026-39

Executive Summary:

This IGA will extend the rental agreement between CCC, and the City of Flagstaff, East Library, until June 30, 2028, with the option to discontinue the IGA by giving a six-month advance notice. The IGA states that each year, beginning July 1, 2026, the rental cost will increase by 7.5%. This lease allows for a temporary relocation of the Library while CCC completes construction, repairs, or complete reconstruction on the current location, at which point CCC and the City may enter a new IGA.

Policy Impact:

Approval of this IGA secures a continued location for the East Flagstaff Community Library and allows the City to provide services to patrons in that location.

Previous Council Decision or Community Discussion:

City Council approved an initial IGA for lease of this space in 2002, and subsequent extensions to that agreement.

Options and Alternatives to Recommended Action:

If this IGA is not approved, the East Flagstaff Community Library will need to vacate the current location and another site will have to be immediately identified. The library may face significant closures and suspension of services should that occur.
