Update on the City of Flagstaff's Code Compliance Program's Activities

Information only. The purpose of this short presentation to Council is to give an update on the Code Compliance Program's wide range of activities as code compliance staff work to promote and uphold cleaner and safer neighborhoods.

Attached is a short presentation that will be presented by Roger Eastman (Comprehensive Planning and Code Administrator) and Tom Boughner (Code Compliance Manager) at the September 9, 2014 work session. Some information in this presentation is missing, but it will be updated by the time of the September 9th work session. In this presentation the Council will be introduced to the code compliance staff, and an overview of the diverse activities that they perform will be presented. Some of the most common Zoning Code violations will be discussed (City Code Title 10 - Zoning Code), followed by an overview of the littering and abandoned vehicle cases (City Code Title 6 - Police Regulations), solid waste cases (City Code Title 7 - Health and Sanitation), and sidewalk encroachment and safety cases (City Code Title 8 - Public Ways and Property).Not applicable.

Code Compliance Program staff are also responsible for many other programs including, for example, Adopt-a-FUTs, Adopt-a-Park, Sidewalk Encroachment Permits for sidewalk cafes, and community clean-ups (e.g. Dew Downtown, Waste Tire Round-Up, The Tower of Trash), and Graffiti Busters. Staff also provide assistance to other City Sections by participating in the review of business licenses and liquor licenses, and when necessary, assisting with complaints on chickens or other animals.
The presentation concludes with a summary of some of the challenges faced by the code compliance staff, and how a concerted effort is being made to get in front of some of the many issues that face our community. As an example, staff have worked with students from Coconino High School to build community bulletin boards for installation in the Flagstaff Central District as an alternative to the proliferation of flyers on poles and posts in this district. Similarly, staff is proactively commencing a program with local private utility companies to clean-up public utility easements in such neighborhoods as Upper and Lower Greenlaw and Sunnyside. Once the easement is cleaned, through outreach efforts it is our intent to educate adjacent property owners on their responsibility for maintenance of the easement.
