The purpose for developing the Priniciples of Sound Water Management - Water Policies Chapter to the Utilities Integrated Master Plan is to provide the fundamental principles and guidelines for how the Utilities Division achives the goals and objectives outlined by City Council and upper City Management.   The objectives of these polices are to preserve the public's trust in our water, wastewater and stormwater systems, guide strategic long-term planning and demonstrate leadership in the stewardship of our limited natural resources. 

Staff has worked with the Water Commission over the past two (2) years to define the concepts and agreed upon the language for each policy.  At their November 15, 2012 Commission meeting, they approved the attached document and recommended staff to bring the policies forward to City Council for your consideration and adoption.

Staff plans to provide an overview of the entire water policy document and then focus on one policy at a time over the next several months.  Staff plans to cover Policy A - Finance at this Work Session.
