EXECUTIVE SUMMARY:
On November 8, 2016, City of Flagstaff voters approved Proposition 414, establishing a Flagstaff minimum wage, and on November 28, 2016 the Flagstaff City Council adopted Initiative Ordinance 2016-01 as Chapter 15-01 of the City Code, thereby formally enacting the new minimum wage law. Chapter 15-01 established an Office to implement and enforce the Chapter, and ordered that the Office establish a program to conduct education and outreach to employees and employers of the requirements and rights under the Chapter. The Office of Labor Standards (OLS), a division of the City Manager’s Office, began the compliance monitoring of Flagstaff’s minimum wage ordinance on July 1, 2017.
OLS is tasked with educational outreach activities regarding employer responsibilities, employee rights, resources and referrals, and technical assistance. In addition, OLS monitors compliance of the Flagstaff minimum wage ordinance by investigating formal complaints submitted when an alleged violation has been reported.
This report provides a status update on the activities of the OLS, including education and outreach activities, as well as investigations and violations.
