TITLE:

Consideration and Approval of Contract:   Approve the construction contract with Central Arizona Civil Construction Company in the amount of $865,420.00 for the West Side Sewer Interceptor, Ph. 1 Improvements.

STAFF RECOMMENDED ACTION:

1) Approve the construction contract with Central Arizona Civil Construction Company in the amount of $865,420.00 which includes a $72,300 contract allowance and a contracted timeframe of 110 calendar days;
2) Approve Change Order Authority to the City Manager in the amount of $79,312.00 (10% of the contract amount, less allowance);
3) Authorize the City Manager to execute the necessary documents.

Executive Summary:

Award of the construction contract to Central Arizona Civil Construction Company will authorize the construction of the West Side Sewer Interceptor, Ph. 1 in accordance with the approved public improvement plans prepared by Turner Engineering, Inc. ("Project")  The general scope of work for the Project is to construct 2,220 linear feet of 24-inch diameter sewer pipe, 93 linear feet of 10-inch diameter sewer pipe and 12 manholes. Please see the attached context and vicinity maps. 
 

Financial Impact:

The Project is funded with $300,000.00 from the FY2018 Annual Sewerline Replacement Program (account number 203-08-375-3220-0) and the balance being pulled from a $1,200,000.00 budget request for FY 2019 (account number 203-08-375-3377-0-4463).
 

Policy Impact:

Has There Been Previous Council Decision on This:

Council has previously approved the FY2018 Annual Sewerline Replacement in the FY2018 budget. 

Council approved the original Timber Sky Annexation and Development Agreement at their September 18, 2017 meeting. The draft Third Amendment to the Timber Sky Annexation and Development Agreement with Timber Sky states that “The City plans to complete Phase I of the Westside Sewer Interceptor on or before November 30, 2018.”  The Third Amendment is scheduled to be considered by Council immediately prior to this agenda item. 
 

Options and Alternatives:

 
  1. Approve the award for the construction contract as recommended.  Approval will allow work on the Project to move forward in calendar 2018.
  2. Reject all bids. This action would delay the Project.
    1. If rejection occurs, possible options include;
      1. Re-advertise the Project and open new bids or
      2. Suspend or cancel the Project
    2. Rejection will impact the proposed Development Agreement. The City would not be able to deliver the Phase 1 improvements prior to the November 30, 2018 date.
 
 

Background and History:

The Project will increase sewer capacity in anticipation of additional demand that will be required for the Timber Sky Development and other future development.   
 
On March 27, 2018, the Purchasing Section posted an Invitation for Bids solicitation on the PlanetBid’s website and also advertised in the April 1 and 8, 2018 editions of the Arizona Daily Sun.  There were 12 bids opened on April 19, 2018 (bid summaries are identified in the Key Considerations section).  Central Arizona Civil Construction Company was determined to be the lowest responsive and responsible bidder. 
 

Key Considerations:

On April 19, 2018, 12 bids were received to conduct the work on the Project for the first phase of the sewer improvements.  The summary results are listed below.

The contract allowance is established to address unanticipated items of work, unknown items of work and/or differing field conditions and is included in the contract amount.  The allowance is used only at the City's discretion. 

Change Order Authority establishes a dollar amount (10% of the contract amount, less allowance) and provides the City Manager, on behalf of the Council, administrative authority to amend the contract amount in response to unforeseen costs that are more than the contracted amount.

Community Involvement:

The Project will ensure this segment of the wastewater system will have adequate capacity in anticipation of upstream development.
