Discussion: Posting Requirements for Liquor Licenses in Residential Zones

EXECUTIVE SUMMARY:

This item began as a Future Agenda Item Request (F.A.I.R.) by Councilmember Barotz and on November 7, 2017, others on Council agreed to have a discussion. The request followed a liquor license application for a Series 4 (Wholesaler) being posted in a residential neighborhood.

INFORMATION:

In August of 2017, a Series 4 (Wholesaler) liquor license was received by the City and staff posted the property as is required by state law--Notice of the Public Hearing on the window of the building (house). In the last six years, this is the only application staff has received for a license located in a neighborhood.

This agenda item allows for this discussion and possible direction to staff. Should direction be given, staff will work with Legal and the Arizona Department of Liquor Licenses and Control to ensure that such direction would not create unintended legal issues.
