TITLE:
Consideration and Approval of Final Plat: Request by Capital Equity Investments, LLC, for Final Plat approval for Flagstaff Lofts Condominiums, consisting of six (6) residential condominium units and one (1) commercial unit on approximately 0.37 acres, located at 602 West Coconino Avenue in the High Density Residential (HR) Zone. (Subdivision of 0.37 acres into 7 units located at 602 W. Coconino Avenue)
STAFF RECOMMENDED ACTION:
Staff recommends the City Council approve the final plat and authorize the Mayor to sign the plat when notified by staff that the documents are ready for recording. Note that a city/subdivider agreement is not required for this condominium subdivision since no public improvements are required.
Executive Summary:
This is a request for Final Plat approval for the development known as Flagstaff Lofts Condominiums, consisting of six (6) residential units and one (1) commercial unit. Final plats require the approval of City Council. See attached Vicinity Map for location.
Financial Impact:
No financial liabilities are anticipated by the approval of this final plat.

Background and History:
In 2013, a 4-plex apartment building was constructed on the property after city approvals. The property also includes a storage warehouse building which was built in 1954 and is considered a legal non-conforming use in the HR zone. The warehouse building will remain as a commercial unit. On September 7, 2017, the Inter-Division Staff approved a Site Plan for the development of two additional residential units in the form of a 2,800 square foot duplex. Construction of the two new residential units has commenced. The property owner has elected to create a condominium subdivision consisting of the residential units and warehouse building (commercial unit). The units are defined as the air space within the walls of each structure.
Staff would like to clarify that the six (6) parking spaces off of Coconino Avenue will be constructed as follows, according to the approved civil plans: One ADA space (closest to the street) will have concrete paving; the five remaining spaces will be constructed with True-Grid RPGP (recycled porous gravel pavement) which is a high-density polyethylene grid system filled with gravel and is considered a "permeable paver" since it allows water to filter into the ground.

Community Involvement:
As noted above in the Flagstaff Regional Plan policies, the proposal promotes compact, infill development in an existing neighborhood that is within the context of the designated urban area type. It also maintains existing buildings on the property including a commercial building which provides a mix of uses.

Inform. No public hearings or public outreach are required by either the Zoning Code or the Subdivision Code as part of the final plat review process.
