TITLE:
Consideration and Adoption of Resolution No. 2020-09: A resolution endorsing the declaration of a climate emergency for the City of Flagstaff, and requesting regional collaboration on an equitable transition and urgent mobilization efforts to restore a safe climate.

Executive Summary:
On January 28, 2020 City Council directed staff to bring forward a resolution to declare a climate emergency for the City of Flagstaff, and request regional collaboration on an equitable transition and urgent mobilization efforts to restore a safe climate.
Financial Impact:
The resolution calls for advancing the 2018 Climate Action and Adaptation Plan's goals to achieve carbon neutrality by 2030. A $20,000 Increased Funding Request (IFR) was submitted as part of the Fiscal Year 20-21 budget process to hire technical consultation. Assistance would provide engineering services and analysis of what strategies and actions are necessary. Staff would report findings to the City Council and Flagstaff community.
Policy Impact:
Several climate action strategies will have long-term impacts on City policy, including but not limited to the Regional Plan, Zoning Code, Engineering Standards,Building Code, and the Solid Waste Code. Each of these policy recommendations will be brought to City Council for discussion and consideration.

The Flagstaff community submitted Citizen Petition 2019-02 on September 24, 2019, following the global Climate Strike. The Flagstaff community has been actively involved in climate discussion and action. Since the passing of the Climate Action and Adaptation Plan Sustainability staff have engaged nearly 4,000 community members in climate and resiliency conversations.
