Bates 1955 Demo in NOHO

Type of Approval:  Demolition approved with voluntary mitigation. Significant integrity issues exempted the property from a Cultural Resource Study

Findings:

The property/homeowners have offered the home to be moved and utilized by the Townsite Community  Land Trust not for profit organization at no cost to the Land Trust. The homeowners have substantiated the condition of the existing home and that it was purchase with the intention to build new upon this home site. The home's diminished  integrity within its context and willingness to mitigate its loss meets Heritage Preservation goals and requirements of 10-30.30.50. The project was exempted from a Cultural Resources Study under exemptions 2,4,5 & 6:
 
b.    When warranted by the specific conditions of the site or proposed work, the Historic Preservation Officer may determine that a cultural resource study is not required based on the following conditions:
 

(2)    The structure is not significant or lacks integrity; or

(4)    The proposed work does not have major impacts, diminish the significance or integrity of the resource, is reversible, or is temporary; or

(5)    The structure is post World War II (1945) production housing; or
(6)    Other circumstances under which it is reasonable to conclude that a cultural resource study is not warranted.

 

The structure would not be considered significant for individual listing (2) and the removal of the home does not diminish a neighborhood that is not eligible for listing (4) and the structure can be considered a Post WWII production housing using a standardized floor plan (5) and that it is reasonable to conclude the CRS study (6) would not yield relevant or usable information.

 

Information:

The small 825 square foot hip-roof home has both physical problems and historic integrity issues within the context of the neighborhood. Little has been done to upgrade the home from its construction date in 1955 for example its non-grounded wiring. The main issue is a failing foundation system. The diminished integrity of the home is from added asbestos siding but primarily from the diverse context of the surrounding home construction in many eras. The home is not of an exceptional design and is not eligible for listing individually and the general surrounding area would not be eligible as a historic district. The home is located in the SW corner of the Mt. Elden Addition within the Hospital Hill neighborhood or North of Hospital (NOHO). Loss of this home does not diminish heritage preservation goals of the community.
