TITLE:
Environmental Infrastructure Assistance Program project requests
STAFF RECOMMENDED ACTION:
Approve the submission of a list of project requests for immediate consideration under the Environmental Infrastructure Assistance program.
Executive Summary:
The Environmental Infrastructure Assistance Act would authorize $150 million through the U.S. Army Corps of Engineers (USACE) for an environmental infrastructure program for Arizona. The program would provide financial assistance to public entities, in the form of design and construction for water-related environmental infrastructure, and resource protection and development projects.
Projects could include wastewater treatment and related facilities, sewer overflow, water supply, storage, treatment and related facilities, environmental restoration, and surface water resource protection and development. Costs for projects would be shared on a 75 percent federal, 25 percent non-federal sponsor basis. Any costs for design work carried out by the non-federal sponsor could be counted toward the non-federal cost share of the project. The non-federal sponsors would be responsible for providing all lands, easements, rights-of-way, relocations and dredged material disposal areas needed for project construction and maintenance. Operation and maintenance costs, including repair, replacement and rehabilitation costs when the project is completed would be the responsibility of the non-federal sponsor.
The Environmental Infrastructure Assistance Act would provide another resource for communities to use to meet their water infrastructure needs, and it has been included in the biennial Water Resources Development Act (H.R. 7575), which passed the House of Representatives on July 29, 2020.
To take advantage of this opportunity, City staff recommend submitting a letter expressing the City’s strong support for the Environmental Infrastructure program and submitting a list of projects for immediate consideration. The draft letter with the list of projects will be attached to the final agenda.
