TITLE

Beulah/University Roadway Project - Bike and Pedestrian Design Discussion

STAFF RECOMMENDED ACTION:

Presentation to share the current roadway design work by Shephard-Wesnitzer Inc. (SWI) and Mark Lenters (Kimley-Horn and Associates, Inc.) which incorporates the Council feedback from the June 29, 2021, Council Meeting concerning bike and pedestrian design. Staff recommendation is to proceed to final design and conclude the design phase of this project.

EXECUTIVE SUMMARY:

This project extends the northern terminus of present-day Beulah Boulevard to connect with University Drive. Furthermore, University Avenue (west of Milton) will be realigned to match up with University Drive (east of Milton). A new roundabout will be constructed where Beulah Boulevard and University Drive will intersect. Since the June 29, 2021, Council meeting, the design team has been working on the bike and pedestrian facilities of the design which will be shared during this presentation.

The Beulah/University Roadway Project has been before City Council several times in the past twenty years.


Previous Council Action:
In 2005, the City purchased the 9.23-acre Fresquez property for the purpose of completing the University and Beulah roadway improvements.

On December 2, 2014, the City Council approved the P3 Pre-development Agreement between the City of Flagstaff, Arizona Department of Transportation and Vintage Partners, LLC, which is included with this staff summary. (Initial Agreement for the extension of Beulah Boulevard, realignment of University Avenue, and relocation of ADOT facilities). 

On August 21, 2017, the City Council approved the Reinstatement of, and First Amendment to the P3 Pre-Development Agreement extending the term.
On March 20, 2018, the City Council approved the Third Amendment to P3 Pre-Development Agreement between the City of Flagstaff, Arizona Department of Transportation, and Vintage Partners, LLC.
 
On June 29, 2021, City Staff presented the 60% engineering plans for the Beulah/University Roadway Project. Council shared thoughts and comments to aid Staff with integration into design.
