Presentation/Discussion of Pavement Preservation & Transportation System Financing.
DESIRED OUTCOME:
Discuss possible frameworks and funding scenarios to "repair, replace and maintain infrastructure (streets)."
INFORMATION:
In July of 2012, City Council established a goal to "repair, replace and maintain infrastructure (streets and utilities)." In November 2012, staff presented to Council data on how much it would cost to: a) stop the street infrastructure from getting worse; b) improve the street infrastructure to the traget condition; and c) maintain that infrastructure once it was at the target condition. Further, Council established that the order of funding of these items should go a, c, b.
In February 2013, staff presented funding possibilities to Council regarding these items. The City Manager presented a plan to increase ongoing maintenance (pavement preservation) by at least 100%, which translated into an additional $1 million allocated to this function. Council gave direction to staff to explore and present possible funding options for the $26 - $51 million in one-time dollars associated with tasks "a" and "b." At that same meeting, Council expressed preference in using sales tax over property tax as a financing resource, but asked for further options.
The purpose of this work session agenda item is to discuss those options. Because these options deal with such large dollar amounts, numerous stakeholders, and complicated processes to achieve, this agenda item is not expected to decide upon a solution, but rather help provide a framework for moving the discussion forward.
