TITLE:

Consideration and Approval of Contract:  Approve the Cooperative Purchase Contract with Empire Southwest for a 2023 Cozad Slide Axle Trailer in the amount of $130,342.68

STAFF RECOMMENDED ACTION:

  1. Approve the Cooperative Purchase Contract with Empire Southwest for a 2023 Cozad Slide Axle Trailer in the amount of $130,342.68; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

The Streets Section house the largest fleet of commercial and construction equipment in the City, much of this equipment cannot be driven on the roadways safely and must be transported. The Streets Section has been working diligently to find more efficient and carbon reducing method to move equipment around the City, and in response, has identified a new Cozad Slide Axle Trailer. This purchase will make transporting equipment more efficient by being able to move multiple pieces of equipment. The use of the Cozad Slide Axle Trailer will also provide the Streets Section the opportunity to trade out three older trailers that do not meet Arizona Department of Transportation regulations. Additionally, the purchase will reduce the number of transports needed for each job and reduce the burden of the Fleet team who is constantly repairing the old trailers that the Streets Section currently use. 

Financial Impact:

The Streets Section was approved $140,000 through the FY2022-23 Budget cycle to purchase th Cozad Slide Axle Trailer utilizing Highway User Revenue Funds (HURF) in account 040-06-161-0614-6-4401.

Policy Impact:

The policy implication is that this purchase and equipment supports the mission to provide a high level of service possible while reducing the City's carbon footprint.

Connection to PBB Priorities/Objectives, Carbon Neutrality Plan & Regional Plan:

Carbon Neutrality Plan
Transportation and Public Infrastructure - Deliver quality community assets and continue to advocate and implement a highly performing multi-model transportation system. This purchase would also directly align with the City’s carbon neutrality plan by reducing our carbon foot print through the reduction of diesel engine run times.

Has There Been Previous Council Decision on This:

The purchase directly aligns with the City’s commitment to ensuring the highest level of service possible for residents and visitors while working to reduce the City's carbon footprint. These service commitments have been discussed at several public City Council meetings where public comment is always welcomed.

Background and History:

The City will be using a Local Government Purchasing Cooperative Contract #212816-01 with the City of Tucson Procurement Department, Public Sector to purchase the 2023 Cozad Slide Axle Trailer. This Cooperative Purchase Contract will ensure better pricing for the equipment.

Community Benefits and Considerations:

There are no expanded financial considerations with this purchase. It is proposed to be fully funded in the FY2022-2023 budget utilizing Highway User Revenue Funds (HURF).
