City Code Updates for Bushmaster Park Sport Courts with Lighting Controls
DESIRED OUTCOME:
Sport court hours of play that are lighted limited to 10:00 PM Sunday through Monday. Staff suggest that the sport courts at Thorpe Park are included in this code change.
EXECUTIVE SUMMARY:
From the May 16th, 2023, pickleball design and construction contract discussion, staff was directed to evaluate and analyze current park hours including lighted sport courts at Bushmaster Park. Peer municipalities including those larger than Flagstaff establish a 10:00 PM each day of the week park closure and end to sport court lighting unless permitted otherwise.
To be equitable, the other sport courts with lighting include four (4) tennis courts at Thorpe Park, and staff would recommend the sport court lighting be limited to 10:00 PM at this location and any future locations.
In addition, staff suggest that park hours are from sunrise to 10:00 PM each day of the week unless permitted for use otherwise.

INFORMATION:
Peer cities such as Prescott, Prescott Valley, Tempe, Scottsdale, Fountain Hills, Mesa, Surprise, and Goodyear all have codified hours of parks from sunrise to 10:00 PM each day of the week. Staff recommend City Code changes to a sunrise to 10:00 PM for park hours along with lighted sport courts having the capability of lighting to 10:00 PM unless permitted otherwise.
