TITLE:

Sustainability Commission Ordinance Update (15 minutes)

STAFF RECOMMENDED ACTION:

Discussion and vote

Executive Summary:

The Sustainability Commission is considering revisions to the ordinance establishing the Sustainability Commission. In spring 2025, a Commission working group proposed revisions to the document, which were then supported by the Sustainability Commission. City staff have now proposed a new version of the Ordinance revisions, after legal review.

Attached to this agenda item are two documents:
  1. Draft One: The changes proposed by the working group.
  2. Draft Two: The version approved by the City legal's division.
The Commission will discuss these changes. The Commission can take one of the following actions:
  1. Approve draft two.
    • Staff will then take the revised ordinance to the Flagstaff City Council for their consideration and potential adoption in October or November 2025.
  2. Request additional edits, creating a third version (draft three).
    • Draft three would then be reviewed by the City's legal division, and then return to the Commission for a vote to move the ordinance forward.
    • Staff will then take the ordinance to the Flagstaff City Council for their consideration and potential adoption in November or December 2025.
  3. Revive the Commission working group to propose additional revisions to draft two.
    • The working group could bring proposed revisions to draft two back to the Commission for discussion in October 2025.
