TITLE:

Consideration and Adoption of Resolution No. 2025-60:  A resolution of the Flagstaff City Council, approving an Intergovernmental Agreement with Northern Arizona University for routine water fixture audits and retrofits

Executive Summary:

This Intergovernmental Agreement (IGA) between City of Flagstaff and Northern Arizona University (NAU) formalizes an ongoing partnership through which staff from the Water Conservation Program audit the water fixtures at NAU buildings. During these audits, easily replaced fixtures such as faucet aerators, showerheads, and pre-rinse spray valves are retrofitted if found old or inefficient. Other more complex retrofits or repairs such as toilet replacements or ongoing leaks are noted and reported back to NAU staff. The goal of this partnership is to work through all NAU buildings by the end of 2026.

Policy Impact:

This initiative is part of the ongoing programming described in the 2020 City Council-adopted Water Conservation Strategic Plan. The adopted program includes a specific water consultation program for institutional sites and budget for institutional rebates.

The Flagstaff City Council approved the Water Conservation Strategic Plan in 2020.

Background and History:

Water Conservation staff have been partnering with NAU over the last several years to improve campus water efficiency. This IGA formalizes the water audit and retrofit portion of that partnership. 

Connection to PBB Priorities and Objectives:

This initiative provides benefits for the following areas of the Priority Based Budgeting:
  1. Environmental Stewardship
    • Preserves natural resources through water efficiency investments
  2. High Performing Governance
    • Is an efficient local government initiative (high return on investment)

Connection to Regional Plan:

Water conservation is an integral component of the City's long-term planning for the next 100 years of water supply for Flagstaff. 

Connection to Carbon Neutrality Plan:

Water production, treatment, and transport is our municipality's top source of energy use (and therefore greenhouse gas emissions). Improvements in water use efficiency are a positive impact on the Carbon Neutrality Plan.
