TITLE:

Consideration And Adoption of Resolution No. 2026-21: A resolution of the Flagstaff City Council, approving an Amended and Restated Master Intergovernmental Agreement between the City of Flagstaff (City), Coconino County (County) for the Flagstaff Metropolitan Planning Organization (FMPO or MetroPlan).

Executive Summary:

In 2023, Northern Arizona University (NAU) indicated a desire to be added to the MetroPlan Board. As directed by the MetroPlan Board, MetroPlan staff and legal counsel drafted an Amended And Restated Master IGA to replace the existing IGA. This 2026 Amended And Restated Master IGA adds NAU as a participant in the same manner as the Arizona Department of Transportation (ADOT) and the Northern Arizona Intergovernmental Public Transportation Authority (NAIPTA or Mountain Line). The first step in the process of NAU joining the FMPO IGA is Council approval of the Amended and Restated Master IGA proposed by MetroPlan.

The original Master IGA was approved in May of 1996 by both City and County. In 2019, FMPO became a separate legal entity.

Options and Alternatives to Recommended Action:

1. Adopt the Amended and Restated Master Intergovernmental Agreement as presented.
2. Do not adopt the Amended and Restated Master Intergovernmental Agreement.


Background and History:

The City of Flagstaff is currently a member of the FMPO along with Coconino County. This board for FMPO also currently includes representatives from Mountain Line and ADOT. FMPO has been operating as the state designated metropolitan planning organization for the Flagstaff Urbanized area since 1996 and has been a separate legal entity since 2019.

The goal of creating FMPO was to carry out metropolitan transportation planning for the FMPO planning area. The Executive Board serves as the policy making body for cooperative decision making regarding the use of federal transportation funds and other transportation related policies. In addition to this Agreement, the FMPO adopts Operating Procedures.

When creating the original Master IGA in 1996, the purpose was to create a cooperative planning organization between the City and County. Since then, the Master IGA has been amended to change membership, stakeholders, address liability and risk, and modify authority and scope of responsibilities. This Amended And Restated Master IGA is to capture all prior amendments to the Restated Master IGA, remove those provisions that are no longer in force and effect, and further amend the Restated Master IGA to include NAU on the Executive Board as a member in the same way ADOT and Mountain Line are included.
