TITLE:

Consideration and Approval of Cooperative Contract:  2017-05 Cooperative Agreement with Baker & Taylor

RECOMMENDED ACTION:

Approve  the cooperative agreement for Library Supplies and Services through the separately procured agreement between the City of Mesa and Baker & Taylor Inc.    

Executive Summary:

The Baker & Taylor cooperative purchase agreement provides for the procurement of Library materials and services.  The cooperative purchasing agreement allows the City to increase its purchasing power and obtain a better value in the expenditure of public resources.  Reduced fiscal resources have created an environment that supports increased levels of cooperation for the procurement of various materials and services. The services provided by Baker & Taylor are a necessity for the City of Flagstaff as the library must continue to supply the Flagstaff community with new resources such as books and DVD's in order to do business properly. 

Financial Impact:

The City of Flagstaff will be able to continue to use Baker & Taylor for our library needs such as books, DVD's, and other services at a discounted rate that was negotiated through a formal solicitation process between the City of Mesa and Baker & Taylor. The contract and solicitation are attached. The Library FY2017 budget for circulation materials totals $594,000 across all programs.

Options and Alternatives:

1) The City Council may approve this cooperative for library materials and services.
2) The City Council may decline to enter into this cooperative agreement and direct staff to conduct a formal competitive solicitation.

Background/History:

The City of Flagstaff has been ordering library materials from Baker & Taylor for many years. As of this year, we no longer had an agreement in place to purchase materials or services. The City of Flagstaff was able to find a cooperative agreement with the City of Mesa to continue to purchase the necessary materials and services for the library. This cooperative agreement will allow the City of Flagstaff to take advantage of discounts and continue to provide the community with needed materials and services.

Key Considerations:

The ultimate goal of this cooperative agreement is to maximize contract pricing through volume purchases of materials and services that help leverage our purchasing power and to obtain maximum service quality provided by the contracted vendor. Other objectives are to continue our working relationship with Baker & Taylor that has been successful in the past and to improve the efficiency and effectiveness of the public procurement process.

Community Benefits and Considerations:

 Our local community will continue to go to our libraries for educational, recreational, and services that are provided through this cooperative agreement. The City of Flagstaff will be able to continue to service the needs of our community. The materials and services provided by the vendor are extremely valuable and have been a great asset. The community benefits by our continued working relationship with the vendor and the discounted pricing that keeps the library services an exceptional resource for the City of Flagstaff.
