TITLE:
Consideration and Approval of Cooperative Contract: Purchase of Toter, Inc.'s residential trash and recycle containers utilizing the City of Tucson Cooperative Contract (Contract No. 120576-01).
RECOMMENDED ACTION:
Staff recommends approval of the purchase of 1,248 residential trash and recycle containers from Toter Inc. utilizing the City of Tucson Cooperative Contract (Contract No. 120576-01) for a total dollar amount of $67,280.
Executive Summary:
With this agenda item, staff recommends the City Council approve the purchase of 1,248 residential trash and recycling containers from Toter Inc, in the amount of $67,280. With a previous purchase this fiscal year of $34,372, the total spent with Toter Inc. will be $101,652 by fiscal year end.
The purpose of this purchase is to support the Rethink Recycle Program efforts, with the goal to increase citizen awareness of the international/universal standards for residential trash and recycle containers. The residential trash containers will be gray and the recycling containers will be blue.
With this purchase of recycling containers that meet the international/universal standards for recycling containers, the goal for the residential recycling program is to contribute to the tonnage of recyclable material collected from residents and increase the tonnage of recyclable material that is delivered to Norton Environmental, Inc. All recycling material collected by the City of Flagstaff in the residential and commercial sectors of our collection business will benefit the City of Flagstaff in the contract with Norton Environmental, Inc. toward the City's annual minimum guarantee for recyclable materials delivered.

1. Approve the purchase of the Toter, Inc. residential trash and recycle containers utilizing the City of Tucson Cooperative Contract.
2. Not approve the purchase of the Toter, Inc. residential trash and recycle containers utilizing the City of Tucson Cooperative Contract and wait until next fiscal year to purchase the containers.

Background and History:
The City has previously purchased 624 containers in a single fiscal year. Under the Rethink Recycle Program, with the international/national standard color scheme roll out, the City would like to make additional purchases during the next few years in order to speed up the timeline for replacement.
The City plans to replace the residential trash and recycle containers based on individual neighborhoods. It is the desire of Staff that by replacing the infrastructure, the City can create an increased awareness of Flagstaff's recycling effort. With this awareness will come additional tonnage that will count toward the City's annual minimum guarantee with Norton Environmental. In addition, the contrasting colors will be easier for residents to differentiate between which container is trash and which container is recycle. This style of container has shown resiliency to most weather conditions.

Community Benefits and Considerations:
This purchase was not budgeted for FY17; however, we identified funds that can be used this fiscal year to offset the purchase of these containers. Solid Waste has $69,000 in account number 211-06-165-0630-0-4410 to fund this additional purchase of containers.
