TITLE:

Consideration and Approval of Amendment to Agreement: Amendment No. Two to the Intergovernmental Agreement (IGA) /Joint Project Agreement (JPA) 11-098-I between the City of Flagstaff (City) and the Arizona Department of Transportation (ADOT) for the FY 2017 & 2018 Highway Safety Improvement Program (HSIP) at Switzer Canyon/Turquoise.

STAFF RECOMMENDED ACTION:

Approve Amendment No. Two to the IGA/JPA between the City of Flagstaff and Arizona Department of Transportation.

Executive Summary:

Amendment No. Two identifies the City's estimated share of funding required for the construction of the Switzer Canyon/Turquoise Drive roundabout. All right-of-way necessary to construct the project has been obtained.  Franchise utilities will begin relocation of their utilities during summer/fall of 2017.  ADOT intends to bid the project during the winter of 2017/18 in an effort to begin construction of the roundabout in the spring/summer of 2018.

Financial Impact:

Execution of this IGA/JPA obligates the City to pay its share of the project construction costs, currently estimated at $414,839, to ADOT within 30-days of receipt of invoice from the State.  Grant funding available for the project totals $1,916,259. The total project cost estimate of $2,331,098, as identified in the IGA/JPA, is the sum of the City's share plus the Grant funding amount. The City shall pay to the State its share of the construction costs prior to ADOT issuing the bid advertisement.  Once the project costs have been finalized, the State will either invoice or reimburse the City for the difference between the estimated and actual costs of construction. City Council recently approved the FY18 BUDGET, which included an appropriation for this project in the amount $647,533.

Has There Been Previous Council Decision on This:

Yes, Council approved the original IGA/JPA on May 17, 2011 in the amount of $230,333 for the alternatives analysis and design. On May 15, 2012 Council approved Amendment #1 for an additional $170,000 in design funds and $1,200,000 in construction funds.

Options and Alternatives:

1. Approve Amendment No. Two to the existing IGA/JPA for the construction of the Switzer/Turquoise Roundabout.
2. Reject Amendment No. Two.

Background and History:

The purpose of the Highway Safety Improvement Program (HSIP) is to achieve a significant reduction in traffic fatalities and serious injuries on public roads.  This is to be accomplished through the development and implementation of the Strategic Highway Safety Plan (SHSP) which is a statewide-coordinated safety plan that provides a comprehensive framework for reducing highway fatalities and serious injuries on all public roads.  SHSP is intended to identify the State’s key safety needs and guide HSIP investment decisions.  Funding is from the U.S. Department of Transportation, Federal Highway Administration through the Arizona Department of Transportation who is responsible for administering the HSIP in Arizona.

There was a May 27, 2014 Council presentation on the project. The total project cost at that time was estimated to be $2,382,340.00 with Grants funds of $1,739,000.00 and City funds of $643,340.00.
 
 

Key Considerations:

Approximately $582,000 in scoping and design grant funds have been spent to-date on this project. The City would have to reimburse the grant funds if the project is not completed due to the City not providing it's additional share of construction funding.

Community Benefits and Considerations:

There is $647,533 in Account #040-05-112-3055-6 (Project ST3055B) FY17/18 Budget for the Switzer/Turquoise Roundabout.

Currently as reflected in the JPA/IGA the City’s portion of the construction cost is $414,839.  ADOT has informed the City that looking at similar projects their administration fee has increased approximately 5% of the construction cost. That would be $72,587 for this project. As stated earlier once the project costs have been finalized, the State will either invoice or reimburse the City for the difference between the estimated and actual costs of construction

Additional costs that are not reflected in the IGA/JPA that the City has incurred is Utility Relocation, Property Acquisition and staff time which is estimated to be $234,000.

Community Involvement:

A traffic signal is warranted at this intersection and there has been an unusually high pattern of angle crashes.  A roundabout at this location will benefit the community now and in the future as traffic volumes increase.

Expanded Options and Alternatives:

This project has been approved by the Flagstaff Metropolitan Planning Organization for inclusion in the Transportation Improvement Program.
