TITLE:

Consideration and Approval of Contract:  Utilizing a cooperative purchase contract with the State of Arizona to purchase two (2) Chevrolet Silverado 3/4-ton 4x4 cab/chassis with utility bodies from Courtesy Chevrolet and Drake Equipment.

STAFF RECOMMENDED ACTION:

  1. Approve the cooperative purchase contract for two (2) Chevrolet Silverado 3/4-ton cab/chassis with utility bodies from Courtesy Chevrolet and Drake Equipment in the total amount of $79,795.42; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

Fleet Management has identified these two (2) vehicles in the City's Parks and Recreation Fleet as reaching the end of their usefulness using policy guidelines. City policy uses a combination of parameters when reviewing equipment replacement that include light duty vehicles reaching 150,000 miles, 15 years in age or life to date costs exceeding the original cost of the equipment.

Upon Council approval, the City will purchase two (2) Chevrolet Silverado cab/chassis utilizing State Contract #ADSP017-166120. Drake Equipment will install low-profile short length utilitiy bodies.  In addition, these trucks will be factory equipped with a Snow Plow prep package as they will be utilized during snow operations to clear Flagstaff Urban Trails, City Parks sidewalks/parking lots and Public right of ways.

Financial Impact:

The previously listed City Section has budgeted $93,000 for the replacement of these vehicles in their fiscal 2019 budgets. They are listed under the following accounts:

Options and Alternatives:

  1. Approve the cooperative purchase contract to purchase two (2) Chevrolet Silverado 3/4-ton cab/chassis with utility bodies from Courtesy Chevrolet and Drake Equipment in the total amount of $79,795.42; or
  2. Not approve the cooperative purchase contract and direct staff to re-solicit the purchase.

Background and History:

The Fleet Management replacement criteria has target considerations of 15 years and/or 150,000 miles along with life to date maintenance costs when considering replacing equipment. 

Each Section with replacement or new vehicle needs budgeted for these replacements in Fiscal Year 2019. The City is utilizing State Contract pricing for the cab/chassis and solicited three bids for the Utility body, with Drake Equipment being the lowest, responsive, responsible respondent.

Key Considerations:

  • The City's Fleet Management replacement criteria sets target measures of fifteen (15) years and/or 150,000 miles along with life to date maintenance costs when replacing equipment. This ensures that vehicles are able to be used efficiently, and City services can be delivered effectively.
  • Each replacement and new addition to the City's fleet was considered and approved by the City's Fleet Management Committee, which is comprised of representatives from most City Departments.
  • Fleet Management considers re-purposing equipment whenever possible so as to maximize the use of these resources.

Community Benefits and Considerations:

By Staff utilizing a combination of State Contract pricing and soliciting multiple quotes, the City is able to receive competitive pricing for the purchase of this equipment.

Community Involvement:

Replacing equipment and vehicles that have extended beyond the criteria set by the Fleet Management Committee ensures that equipment functions properly and efficiently and is able to be serviced effectively. This allows City Staff to do their jobs without the interruption of faulty equipment.
