TITLE:
Consideration and Approval of Cooperative Contract: Airport Security Upgrades at the Flagstaff Airport.
STAFF RECOMMENDED ACTION:
- Approve the cooperative purchase contract for the purchase and installation of security equipment at the Flagstaff Airport from Enterprise Security, Inc. through a Maricopa County Cooperative Purchase Agreement, contract number 120745-S for a total dollar amount of $79,954; and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
The Enterprise Security, Inc. (Enterprise Security) cooperative purchase contract provides for the procurement, and installation of security equipment at the Flagstaff Airport. The cooperative purchase contract allows the City to leverage its purchasing power and obtain equipment that matches the system installed at the Core Facilities. This will also save money in utilizing an existing platform at the Core Facilities instead of installing a new platform. The Transportation and Security Administrations (TSA) are requiring that our airport upgrade its security in the terminal. Enterprise Security proposes to install an Identity Card Access System with 8 card readers and an Exacq Vision camera system with 6 cameras per site visit. More specifications and line item details can be found in the attached proposal document. This system will meet TSA requirements and is expandable to allow the airport to meet anticipated future security requirements and needs.
Financial Impact:
Financing this phase of the project was approved in the 2019 budget for $79,000 (221-07-222-0883-0-4435) with a proposed total cost of $79,954. The $954 and future maintenance and repairs beyond the warranty will be covered by the Airport Operation Budget. This agreement will cover Phase I security upgrades. All future phase work will continue to go through budget and council approval.

Previous Council Decision on This:
Yes. In the FY19 budget, the Flagstaff City Council approved the budget containing a Request for Service Level (RSL) increase on Phase 1 of the Airport Security upgrade. The City of Flagstaff Facilities Division was also approved to enter into an agreement with Enterprise Security to purchase and install a security control for our Core Facility.
Options and Alternatives:
- The City Council approves this cooperative purchase contract with Enterprise Security, Inc. for the purchase and installation of security equipment at our airport;
- The City Council declines to enter into this cooperative purchase contract and directs staff to conduct a formal competitive solicitation.
Background and History:
The Flagstaff Airport has additional security requirements under TSA mandates. One of these requirements is to increase the required level of security control and this cooperative purchase contract would further efforts to meet these requirements.
Key Considerations:
The cooperative purchase contract would allow the City to meet the TSA requirements at the Flagstaff Airport while saving money by not developing a separate platform for the airport. Efficiencies would be gained by one city-wide system to meet the Flagstaff Airport's needs.

Community Involvement:
The cooperative purchase contract would increase safety for Flagstaff Airport terminal tenants at a lower cost than a stand-alone system. The public would see little to no impact while increasing security to meet the requirements of TSA and the needs of end users at the airport.
