TITLE:

Consideration and Adoption of Resolution No. 2020-08:  A resolution approving an amended and restated intergovernmental agreement between Coconino County and the City of Flagstaff regarding the Flagstaff Metropolitan Planning Organization, also known as MetroPlan, and amending Resolution No. 2070 to add a representative of the Northern Arizona Intergovernmental Public Transportation Authority to the FMPO Executive Board

STAFF RECOMMENDED ACTION:

3) Adopt Resolution No. 2020-08

Executive Summary:

The City authorized the establishment of a Metropolitan Planning Organization (the “FMPO”) by Resolution 2070, adopted May 21, 1996. The County authorized the establishment of an FMPO by Resolution 96-32, adopted May 20, 1996. The City and County have entered into prior intergovernmental agreements to clarify the nature of each party’s responsibilities with regard to the FMPO, most recently on September 18, 2018, at which time the parties sought to establish the FMPO as a separate legal entity. The City and County now desire to add a representative of the Northern Arizona Intergovernmental Public Transportation Authority (NAIPTA) to the FMPO Executive Board by adopting the amended and restated intergovernmental agreement attached to the Resolution and amending Resolution No. 2070, both of which identify the membership of the Executive Board.

Financial Impact:

None.

Policy Impact:

Adding a representative of NAIPTA to the FMPO Executive Board will support the regional focus of the FMPO.
