TITLE:

Consideration and Approval of Cooperative Purchase Contract:  Purchase of two (2) 2021 Chevrolet Silverado 1500 4WD Double Cab 147” work trucks from Courtesy Chevrolet in the amount of $60,161.50.

STAFF RECOMMENDED ACTION:

  1. Approve the equipment purchase of two 2022 Chevrolet Silverado 1500 4WD Double Cab 147” work trucks from Courtesy Chevrolet through a State of Arizona cooperative purchasing contract #ADSP017-166120 in the amount of $60,161.50; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

The Housing Authority is responsible for the operation of 265 public housing units. The trucks will be used by Housing Authority maintenance staff to perform regular maintenance and upkeep of these housing units and grounds. The two new trucks will replace three pick-up trucks (1983 Chevrolet, 1984 Dodge, and 1994 Chevrolet S-10) which are being retired due to their age and expense to maintain, and safety issues.

Financial Impact:

There is no general fund impact. This purchase is budgeted in the fiscal year 2020-2021 budget and is funded with Housing and Urban Development public housing operating funds.

Options and Alternatives:

  1. Approve the equipment purchase for two (2) 2022 Chevrolet Silverado 1500 4WD Double Cab 147” work trucks from Courtesy Chevrolet through a cooperative purchase contract #ADSP017-166120 in the amount of $60,161.50;
  2. Direct staff to re-evaluate the procurement and return with alternatives; or
  3. Do not approve the purchase.

Background and History:

Maintenance and upkeep of public housing units is one of the basic responsibilities of the Housing Authority. Typical activities the trucks will be utilized for include snow removal, hauling heavy materials, tools and equipment to applicable work sites, taking miscellaneous refuse/material to the landfill, and moving workers to work sites. This purchase will ensure staff is able to continue providing a high level of customer service. Electric trucks were considered but found not to have the load capacity needed to perform these tasks. 

By maintaining the housing units and grounds in good condition, public housing neighborhoods are kept safe and healthy and contribute to the livability of our community. Well-maintained public housing also supports a robust and resilient local economy by providing affordable housing to low income workers.

Procurement is through the use of a State of Arizona cooperative purchasing contract (#ADSP017-166120) with Courtesy Chevrolet.

Key Considerations:

The purchase of these trucks is critical for the regular operation of the Housing Authority. The vehicles being replaced have passed the end of their useful life and are no longer economical or safe to operate.

Community Benefits and Considerations:

There is no general fund impact. This purchase is included in the fiscal year 2020-2021 budget and is fully funded by HUD.

Community Involvement:

The purchase will allow the Housing Authority to pursue regular maintenance activities in a safer and more economical manner, thereby contributing to the livability of the public housing units and neighborhoods, thus promoting a safe and healthy community and contributing to a robust, resilient economy.
