TITLE:
Consideration and Approval of Contract: Approve a Cooperative Purchase Contract with Courtesy Chevrolet in the amount of $63,300.00, in addition to other fees and taxes, for an Emergency Response Truck.
STAFF RECOMMENDED ACTION:
- Approve a Cooperative Purchase Contract with Courtesy Chevrolet in the amount of $63,300, in addition to other fees and taxes, for a Emergency Response Truck; and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
The Emergency Management Program has been using an older, used Streets truck with high mileage for our Emergency Management response vehicle. This purchase of a 2024 Chevrolet 2500 Silverado Crew Cab will be used for the Emergency Management program to respond to all-hazard emergency incidents, numerous special events, trainings, and exercises within the State.
Emergency Management requested and was approved for a non-electric vehicle. Due to the mission of emergency management, the vehicle must be able to traverse rough terrain and extreme weather conditions for an extended amount of time. The vehicle will require dual batteries to support the technology, communications, and emergency lights and sirens. The vehicle will also be required at times to pull a trailer loaded with equipment to events and incidents. In addition, there will be a need for State and/or regional response to emergencies or disasters.

Financial Impact:
The vehicle is being purchased through the Cooperative Purchase State Contract #CTR059315. The vehicle is budgeted in FY 2023-2024 in the amount of $75,000, in the General Fund, in the Grants, Contract & Emergency Managements Section (account number 001-02-039-0114-1-4401).

- Approve the Cooperative Purchase Contract with Courtesy Chevrolet for a Emergency Response Truck; or
- Do not approve the cooperative purchase and direct staff to conduct a formal solicitation.
Background and History:
The City of Flagstaff created a new Emergency Management Program and part of developing the program is to utilize the vehicle for emergency and non-emergency operations. The Procurement department utilized State of Arizona, Procurement Department, Public Sector conducted a competitive and open procurement process through Request for Proposal Solicitation No. BPM004157 that resulted in Contract # CTR059315 with Courtesy Chevrolet.
Key Considerations:
Emergency Management is a core public safety function that works to prepare the community to mitigate against, prepare for, respond to, and recover from large incidents or disasters. This vehicle is a critical piece of equipment for the Emergency Management Program for everyday normal operations and during times of emergencies or incidents.

This vehicle will assist the emergency management program to protect and preserve the safety of our community.
