TITLE:

Consideration and Adoption of Resolution No. 2024-02: A resolution of the Flagstaff City Council, approving an Intergovernmental Agreement among the Coconino County Free Library District and the City of Flagstaff, the City of Williams, the City of Page, the Town of Fredonia, the City of Sedona, and Coconino County for the administration and funding of branch and affiliate libraries within the Coconino County Free Library District, and establishing an effective date,

STAFF RECOMMENDED ACTION:

Executive Summary:

This Intergovernmental Agreement (IGA) effectively results in an extension of the existing Library District IGA, with minor adjustments, which expired in June 2023. This IGA will be for two years, instead of the traditional five, with an additional clause establishing the intent to fund a study of the existing governance structure in that period. This study will be funded with existing district funds. The IGA outlines the existing governance and funding structure for the Library District, including the appointment of the County Librarian position. It also details additional flexibility for the board to allocate year-over-year rate increases to special projects.

Financial Impact:

This IGA adoption doesn't impact the current anticipated funding the City receives for the Flagstaff Library but does amend how any library district property tax rate increase will be allocated going forward.

Policy Impact:

No alterations to existing policies.

Has There Been Previous Council Decision on This:

Yes. The City Council approved an IGA renewal for the Coconino County Free Library District on January 23, 2018. The proposed IGA is similar to the prior agreement under which the parties have been operating.

Options and Alternatives:

1) The City Council approves the Intergovernmental Agreement for the governance and funding structure of the Library District.
2) The City Council declines to enter into this agreement and directs staff to look at alternatives.

Background and History:

The existing IGA has been in place, with subsequent renewals and alternations since originating from a recommendation of a Library Tax Allocation Study, conducted in 1996. This shortened renewal period includes a clause that establishes intent to perform a new study to determine the future course of Library District funding and governance. This renewal replaces an IGA that expired in June 2023, that had been in place since January 2018.

Key Considerations:

The goal of this Intergovernmental Agreement is the continuation of the existing agreement, with the added understanding that steps will taken to evaluate the existing structure and develop plans for the Library District's future. This IGA will help guide Executive Library Leadership on the wants and needs of both the City of Flagstaff and the larger Coconino County community that it serves.

Community Involvement:

The local community will continue to use the City's libraries for educational, recreational, and personal growth. The City will be able to continue to meet the needs of the community.

Expanded Options and Alternatives:

This IGA was drafted with input and assistance of Coconino County staff. Digital copies have been submitted to each affiliate library's point of contact for submission to the respective City/Town councils. All fully executed documents will be returned to the City Clerk for filing.
