Discussion of Resuming Paid Advertising Program at Flagstaff Pulliam Airport and Draft Advertising Policy

STAFF RECOMMENDED ACTION:
Executive Summary:
The City of Flagstaff previously permitted advertising at the Jay Lively Activity Center and the Flagstaff Pulliam Airport.
Staff discussed the idea of creating a City of Flagstaff Advertising Policy for the Flagstaff Pulliam Airport and City recreation facilities and presented the City Council with a draft policy for consideration at work sessions on September 12, 2023, and November 14, 2023. At the November 14, 2023, work session, the City Council directed staff to not proceed with the policy and cease the paid advertising programs at the Airport and City recreation facilities.
Since November 2023, staff have continued to discuss the merits of a paid advertising program at the Flagstaff Pulliam Airport with internal and community partners and are interested in discussing resuming the advertising program at the Airport and a related draft policy with the City Council.
If Council wishes to move forward with the program and the draft policy, staff will make final revisions and bring the final policy back for Council adoption at a later date.
