TITLE:
Consideration and Approval of Contract: Approve Two Cooperative Purchase Agreements for Plan Review and Building Inspection Services in a Total Amount Not to Exceed $290,000, annually.
STAFF RECOMMENDED ACTION:
- Approve a Cooperative Purchase Contract with Shums Coda for Plan Review and Building Inspection Services in an amount not to exceed $290,000, annually;
- Approve a Cooperative Purchase Contract with Bureau Veritas for Plan Review and Building Inspection Services in an amount not to exceed $290,000, annually; and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
Staff is recommending the award of two Cooperative Purchase Contracts for building permit plan review and building inspection services to allow the Building Safety Section to be able to choose which consulting firm is best suited for that type of plan review or inspection services. These Cooperative Purchase Contracts will help maintain high quality customer service by providing timely plan reviews and inspections during the peak times.
Financial Impact:
Bureau Veritas North America, Inc. ("Bureau Veritas") shall provide building permit plan review and inspection services as outlined in the scope of work. Compensation for the completion of said services shall be made in accordance with the fee schedule established by the agency, as detailed in Exhibit B.1.
Shums Coda ("Shums Coda") shall provide building permit plan review and inspection services as outlined in the scope of work. Compensation for the completion of said services shall be made in accordance with the fee schedule established by the agency, as detailed in Exhibit B.1.

Policy Impact:
Building Safety has historically used consulting services for building permit plan review and building inspections in order to maintain required permit review timeframes and timely inspection services. The Building Safety and Code Compliance Section has recently been inundated with a series of retirements and staff changes. Staff are required to meet state-mandated timelines for building permit plan review. These Cooperative Purchase Contracts provide additional resources so that Building Safety can adequately serve the public's need for building permit review and inspections while meeting state-mandated timelines.

Background and History:
Building Safety utilizes consulting services during times when the City experiences a high volume of plan review submissions and staffing vacancies in order to meet plan review timelines mandated by the state. In the past, the City would solicit for these various services, the procurement team helped the safety team to identify cooperative purchase agreements from the City of Tempe. The City of Tempe conducted a competitive and open procurement process through Request for Proposal 22-002 that resulted in Contract T24-029-05 with Contractor. By utilizing the Tempe agency contract, the City of Flagstaff is able to get services at a greater value.
