TITLE:
Consideration and Adoption of Resolution No. 2025-18: A resolution of the Flagstaff City Council, approving an Intergovernmental Agreement between the Coconino County Flood Control District and the City of Flagstaff to repair damaged sediment basins and trails and transfer right, title, interest and ongoing responsibilities for the same from the District to the City

Executive Summary:
The sediment basins have been constructed by the Coconino County Flood Control District (CCFCD) and were funded in part by the Natural Resources Conservation Service as part of an Emergency Watershed Protection (EWP) grant. The basins are constructed within the Spruce Wash floodplain with a primary purpose to capture sediment flowing from post-fire runoff following the 2019 Museum Fire. That fire burned over 1,900 acres, including 52 percent of the watershed of the Spruce Wash. This IGA will allow the Water Services Stormwater team to provide ongoing inspections and maintenance to the basins and service road as recommended by Natural Channel Design Engineering Co.

- Inspect sediment accumulation in the basins after significant runoff events or annually at a minimum.
- Remove sediment to restore original storage volume
- Inspect rip rap and repair as necessary
- Inspect channel both upstream and downstream of the basins and remove large woody debris
Financial Impact:
Minimal budget impact. Existing staff will inspect and maintain the Park Way basins similar to other maintained regional detention basins.
Policy Impact:
This IGA transfers responsibility of inspection and maintenance tasks of the Park Way basins from the CCFCD to the City.
Previous Council Decision or Community Discussion:
No previous decisions, however; the Park Way basins were constructed by CCFCD in support of the City's Spruce Wash flood mitigation efforts approved as part of Prop 441 in November 2022.
Options and Alternatives to Recommended Action:
1. Approve the IGA to maintain the Park Way basins
