TITLE:
Consideration and Approval of Contract: Approval of the Construction Contract with B4 Enterprises, Inc. in the amount of $2,921.628.25 for the Switzer Canyon FUTS Project.
STAFF RECOMMENDED ACTION:
- Approve the Construction Contract with B4 Enterprises Inc in the amount of $2,921,628.25 and a contract duration of 180 calendar days;
- Approve a contract allowance of $146,081.41, which is 5% of the lowest responsive bid;
- Approve Change Order Authority to the City Manager in the amount of $146,081.41 which is 5% of the lowest responsive bid; and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
The Switzer Canyon Trail is a planned Flagstaff Urban Trails System (FUTS), approximately 0.8 miles in length, 10 feet in width, which will connect the downtown area to the Switzer Ridge neighborhood with a feeder trail coming from the Cherry Hill neighborhood. This multi-use, non-motorized, aggregate mix and concrete trail will allow users the opportunity to commute from the downtown area to McMillan Mesa/Buffalo Park without leaving the FUTS. This project also includes multiple storm water crossings along the trail.

The City Council has previously approved the FY2026 Capital Improvement Five-Year Plan and authorized the FY2026 budget for this project.

- Approve the award for the Construction Contract as recommended. Approval will allow work on the project to move forward; or
- Reject all bids. This action would delay the project.

Background and History:
Over the last nine years City staff and consultants have worked engineering design, property procurement, and value engineering to make this project economically feasible. Engineering design began in 2016 and the City has already acquired all the land required to complete this FUTS trail alignment. Plans were updated and resealed prior to going out to bid. Procurement posted an Invitation for Bid on May 5, 2025 & closed on May 30, 2025. Five confirmed responses were received with B4 Enterprises, Inc. being the lowest responsive responsible bidder. An ad was placed for May 10 & 17, 2025 in the Arizona Daily Sun.
