TITLE:
Consideration and Adoption of Resolution No. 2025-40: A resolution of the Flagstaff City Council, approving an Intergovernmental Agreement between the City of Flagstaff and the Flagstaff Unified School District for Facilities Use, Maintenance, and Repair

Executive Summary:
The City of Flagstaff and the Flagstaff Unified School District (FUSD) have been in partnership to share facilities such as gymnasiums, parks, and fields, and share in the maintenance duties for many years. The shared facility use allows for FUSD programs to be conducted on City property, and allows for City programs, including youth and adult sport leagues, to be conducted on FUSD property. The agreement includes a provision for the City to be invoiced for a payment annually of $25,000, with possible changes to the amount if appropriated in the annual budget. The Agreement details maintenance responsibilities, for which the City agrees to maintain the irrigation systems of FUSD fields that were originally constructed with city bond funds.

This IGA formalizes current practices and ensures continuity of facility availability for youth and adult recreation in the community.

A similar IGA was last approved by Council in October 2008.

The City Council could not approve the IGA, which could impact the existing shared use of facilities, or direct staff to make changes to the proposed language.
