TITLE:

Consideration and Approval of Contract:  Flaglights LLC, dba Holiday Cheer for the City's Holiday Lights and Decoration Program in the amount of $88,125.00
 

STAFF RECOMMENDED ACTION:

  1. Approve the annual service agreement via amendment four (4) with Flaglights LLC, dba Holiday Cheer and execute an $88,125.00 contract
  2. Authorize the City Manager to execute the necessary documents

Executive Summary:

Holiday lights and decor have been a reoccurring program with popular demand by the City Council and community members.  In tandem, the City of Flagstaff has been distinguished and designated by Arizona’s governor as Arizona’s Winter Wonderland.  This coveted designation, supported by holiday lights and decor, does provide inspiration for locals and visitors alike to engage with the community, attractions and businesses.  Lights and decorations are generally installed on or around November 15th and are removed on or around January 11th. As an ongoing measure, the Dark Skies Coalition has provided special considerations for the holiday lights and has approved dates.
 
The lighting and decor program provides: 
  • Wheeler Park, 212 W. Aspen Ave – at least six (6) trees
  • Perimeters of structures are lighted:
    • City Hall, 211 W. Aspen Ave. 
    • Library, 300 W. Aspen Ave
    • MIlligan House, 323 W. Aspen Ave
    • Two Spot train, corner of Route 66 and San Francisco
    • Visitor Center, 1 E. Route 66 
  • Downtown street trees, north side of Route 66 on both sides of the streets on: Aspen Avenue, San Francisco Street, Leroux Street and Birch Avenue - 68 trees 
  • Heritage Square tree installation
  • 36-60” wreaths and garland are installed on decorative green lampposts in downtown Flagstaff.

Background and History:

In 2022, purchasing and Economic Vitality worked together to issue an invitation for bid (IFB) to procure a contractor to provide holiday lighting. Holiday Cheer was the winning contractor between the two submissions and has carried this contract since October 2022. 

Connection to PBB Priorities and Objectives:

Safe and Healthy Community:  Providing holiday decor creates a scene of pride among our residents and businesses as well as creates a refreshing environment during the holiday season.
Robust and Resilient Economy:  Flagstaff must continue to share our designation as Arizona's Winter Wonderland. The seasonal lighting and decor program helps to invite people out and about and, in return, gets them dining and spending, which helps to enhance our overall quality of life with increased economic returns.

Connection to Regional Plan:

LU.11.6:  Prioritize the continual reinvigoration of downtown Flagstaff, whose strategic location, walkable blocks, and historic buildings will continue to be a vibrant destination for all.  The holiday decor strives for a wide variety of activities in downtown during the winter months to create a healthy mix of shopping, cultural and civic uses.
