TITLE

Discussion of financial planning for future considerations including a potential public safety ballot measure

 

STAFF RECOMMENDED ACTION:


Provide any additional direction on a potential public safety ballot measure and consideration of a Citizen Review Committee

Executive Summary:

City staff will review the information shared during the April Budget Retreat.  This will include the financial resources available and review of future considerations such as a wastewater treatment plant, an art & culture facilities, and public safety needs.  City staff will present information about a potential public safety ballot measure and a Citizen Review Committee. 

Information:

During the April Budget Retreat held on April 24, and 25, 2025 City staff provided information on financial planning for future consideration including downtown enhancements, public safety, and a wastewater treatment plant.  There was also mention of other potential considerations like an art & culture facilities and an east side library. 

This discussion with Council is going to review some of those items and begin focusing on a potential public safety ballot measure.  The public safety presentation included information about staffing, equipment and technology, and facility needs within public safety.  The presentation also included potential funding strategies such as Development Impact Fees, General Obligation Bonds, Transaction Privilege Tax (or Sales Tax), and Special Revenue Funds.  City staff described the Development Impact Fees are limited to new growth, General Obligation Bonds are meant for one-time expenses, Transaction Privilege Tax provides ongoing funding at a rate of $30M for 1% tax (or each 0.25% is $7.5M), and there is a Special Revenue Fund such as the existing Water Resources and Infrastructure Protection Fee used for the management of wildland fire risk.  City staff provided a list of other communities who have looked to alternative sources for funding public safety.  City Council provided support for continued exploration of these future planning considerations, including public safety. 

City staff have continued to meet to explore the potential of a ballot measure for public safety. This updated information will be shared with City Council to receive additional feedback and direction.
