TITLE:
STAFF RECOMMENDED ACTION:
- Approve the five-year contract for the AXON Officer Safety Plan Bundle in the amount of $3,579,459.40 through Cooperative Contract Sourcewell #101223-AXN to AXON for the AXON AB4 Flex POV, the AXON Taser 10 equipment and related software licenses. In FY 2025-26 we will be required to pay $486,338.29 and $773,280.26 every year after for four (4) years; and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
The Flagstaff Police Department recognizes body-worn cameras as an essential tool for modern law enforcement. We currently deploy Axon (formerly Taser International) body-worn cameras in conjunction with the Evidence.com digital evidence platform. These cameras provide audio-visual documentation of an officer’s enforcement and investigative actions, creating an objective record from the officer’s perspective. The use of body-worn cameras has enhanced transparency, strengthened prosecution, expedited complaint investigations, and provided protection against false claims of misconduct, excessive force, or bias.
Approval of this new contract will allow the Police Department to bundle next-generation body-worn cameras with our Taser program, while also integrating a variety of Axon software and hardware solutions designed to optimize police operations. This includes unlimited video storage through Evidence.com, enhanced digital evidence management, and advanced analytics tools that improve investigative efficiency. In addition, the bundled program provides access to upgraded devices such as improved docking stations, cloud-based transcription services, and integrated mobile applications, all of which streamline workflows, strengthen accountability, and ensure our personnel have the latest technologies to carry out their mission effectively.

Options and Alternatives to Recommended Action:
- The Council may approve the cooperative purchase of the AXON Officer Safety Plan Bundle through Cooperative Contract Sourcewell #101223-AXN and approve the quote from Axon (Q-660660-45903BM) for a period of 60 months, thereby providing the Department with bundled equipment, services, and unlimited data storage under a predictable pricing structure; or
- The Council may choose not to approve the cooperative purchase with Axon. If the cooperative purchase is not approved, the existing warranties on the cameras will expire, the Department would begin incurring additional costs for data storage overages through Axon, and the costs for products and services would be expected to rise annually.
Background and History:
Over the past decade, the program has become a vital component of police operations. Body-worn cameras have supported more effective prosecution of cases, streamlined internal investigations, and strengthened community confidence by providing objective documentation of officer actions. The technology has also proven valuable in officer training and performance review, offering real-world examples to reinforce best practices.
As the technology has evolved, so too has the Department’s reliance on it. The current system integrates with Evidence.com, providing secure digital storage and management of thousands of hours of video evidence each year. This modernization reflects both best practices in policing and the Department’s dedication to maintaining the highest standards of service and professionalism.
Sourcewell conducted a competitive and open procurement process through Request for Proposal #101223 that resulted in contract #101223 with Contractor. City of Flagstaff procurement team utilizes the special pricing to achieve the best pricing for the Flagstaff PD.
