TITLE:

Consideration and Approval of Contract: Cooperative purchase with Corporate Technoology Solutions, LLC in an amount not to exceed $300,000.00 for City-Wide Verkada Security and Protection Systems.
 

STAFF RECOMMENDED ACTION:

  1. Approve the cooperative purchase with Corporate Technologies Solutions, LLC (CTS) in an amount not to exceed $300,000.00 for City-Wide Verkada Security and Protection Systems; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

Facilities Maintenance established the Facilities Advisory Committee (FAC) in 2021 and meets monthly to assist in better communications and coordination between divisions for the maintenance and management of facilities. The FAC was tasked to investigate enhanced security services and protocols at the city facilities in 2022. After exhaustive research and discussion, the FAC collectively agreed on the Verkada Security and Protection System for access control, surveillance and building monitoring. This cooperative purchase will continue to add Verkada Security and Protection Systems to take City facilities' security to the next level by enhancing access control points and greatly improving security access and video surveillance in needed locations. Upcoming projects include access control and video surveillance for the Flagstaff Police Department Evidence Warehouse; PROSE locations such as, the Jay Lively Activity Center, Joe C. Montoya Adult Center, Hal Jensen recreation center and the Aquaplex recreation center; as well as the Moonshot campus.

Policy Impact:

Policy impacts from enhancing building security and security process would set the tone that the City takes employee security seriously and is committed to creating a stronger and healthy work environment while ensuring citizen safety when visiting city facilities in a proactive manner.

Previous Council Decision or Community Discussion:

The City has utilized cooperative purchases with CTS for multiple Security and Protection System projects since at least 2023, including, at City Hall, Library Facilities: Downtown, Eastside, Tuba City, and a Water Services building. This cooperative purchase will add Flagstaff Police Department, PROSE, Economic Vitality locations.

Options and Alternatives to Recommended Action:

  1. Approve the cooperative purchase with CTS in an amount not to exceed $300,000.00 utilizing State of Arizona Department of Administration Cooperative Contract #CTR056380 and associated contract documents; or
  2. Do not approve the cooperative purchase and provide alternative direction to staff and discuss further with end users.

Background and History:

The City of Flagstaff Purchasing Section researched for an agency contract to create a cooperative to utilize better pricing. The State of Arizona Department of Administration Cooperative Contract conducted a competitive and open procurement process through Request for Proposal BPM003541 that resulted in Contract #CTR056380 with Contractor.

Contract #CTR056380 will expire on July 27, 2026 pursuant to Section 3.2 of the Special Terms and Conditions. If City staff decides to continue to contract with CTS for Security and Protection Systems for the locations described here and in active agreements, prior to the date of expiration, City staff will be required to work with the Purchasing Section to update the cooperative purchase documentation.
