TITLE:
Consideration and Approval of Contract: City-Wide Towing Services with JETT LLC
STAFF RECOMMENDED ACTION:
- Approve the award of Contract No. 2026-20 for City-Wide Towing Services to JETT LLC for an initial three-year term with two optional one-year renewals.
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
The City of Flagstaff has needs for Towing Services and Vehicle Storage to support City-wide operations. These services will be utilized by departments including the Airport, Fleet Services, the Office of Parking Manager (ParkFlag), and the Police Department. The selected Contractor will be responsible for providing comprehensive towing, relocation, and vehicle storage services.
The Purchasing staff issued a Request for Proposal (RFP) No. 2026-20 to procure the necessary towing services from a qualified contractor to meet the needs of all departments. JETT, LLC was the successful proposer.
Financial Impact:
Towing within the right of way is usually paid by the owner of the vehicle. If the Airport needs a vehicle relocated on property or city equipment and vehicles needs to be towed, the appropriate department pays for the towing services.

Background and History:
Purchasing staff issued a Request for Proposals (RFP) No. 2026-20 for City-Wide Towing Services on Monday, July 7th 2025, with a closing date of Monday, August 11th, 2025. The solicitation utilized the City’s online platform (PlanetBids) and was advertised in the Arizona Daily Sun on July 19th, 2025, and July 26th, 2025. One proposal was received, submitted by JETT LLC and was reviewed by Purchasing staff to confirm responsiveness and responsibility. An evaluation committee of five city staff members representing the various departments requiring the need evaluated the proposal based on the criteria set forth in the RFP. JETT LLC scored high and was determined to be very qualified to provide the needed towing and storage services.
