TITLE:

Consideration and Approval of a Cooperative Contract: One Multi-Hog CV350 compact sweeper for the Streets Section.
 

STAFF RECOMMENDED ACTION:

  1. Approve the Cooperative Purchase Contract for one Multi-Hog CV350 compact sweeper from Norwood Equipment, Inc. in the amount of $224,488.91, including sales tax; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

The Public Works Streets Section is requesting approval of a Cooperative Purchase Contract from Norwood Equipment, Inc. utilizing Sourcewell Cooperative Contract #111522-MUL, in the amount of $224,488.91, including sales tax, to purchase one Multi-Hog CV350 compact sweeper. The Multi-Hog CV350 compact sweeper will be able to safely and effectively operate in tight rights-of-way, alleys, bicycle infrastructure, and the downtown area.

The Streets Section is the service provider for all City-owned and managed roadways, which includes adjacent street level parking and bicycle infrastructure. Although there is a street sweeping program with larger street sweepers, these sweepers have limited capabilities in parking stalls, medians, and bicycle infrastructure. The Streets Section has been working for the past few years to bring in a tool that could meet this growing demand for service in these key areas. The Multi-Hog CV350 compact sweeper offers improved performance, greater operator safety, and lower maintenance requirements. It also aligns with winter operations and supports year-round use.

Background and History:

The Public Works Streets Section is requesting the purchase of a compact sweeper which can safely operate in the downtown area, in parking stalls, alleys, bicycle infrastructure, and in other tight areas where larger sweepers cannot fit. The City currently does not have a mini sweeper in the Streets Section fleet, which leaves a service gap in some of the most heavily used public spaces in the City.  As part of this purchase request, staff explored electric sweeper options. The manufacturer confirmed the electric version of this model is still in prototype testing and will not be available for purchase until at least 2027. There are no commercially available electric compact sweepers today that meet our operational needs or the terrain and City of Flagstaff infrastructure. Staff is recommending the purchase of the diesel Multi-Hog CV350 compact sweeper as this unit is a compact, low-emission sweeper designed for dense urban environments.  

The City Procurement Section reviewed Norwood Equipment, Inc. of Phoenix, Arizona Sourcewell Cooperative contract #111522-MUL to utilize the lower pricing in the agency contract.
