TITLE:

Executive Summary:
Staff is requesting approval of the Intergovernmental Agreement (IGA) between the City of Flagstaff and the Arizona Department of Forestry and Fire Management (CFFM) for the Northern Arizona Wildland Fire Training Facility. The State of Arizona approved fiscal year 2026 General Appropriations Act (SB 1735), which allocated $4,000,000 to DFFM to fund the construction of a new operational base for the Flagstaff Fire Department's Wildfire Management Division and provide wildfire suppression training for local and regional firefighters. By approving the IGA, DFFM will disburse $4,000,000 to the City upon execution of the Agreement.

Background and History:
In July 2025, the state allocated $4M to the City of Flagstaff in its FY26 budget for the construction of a regional wildland fire training facility. The construction of a permanent wildland fire training facility in Flagstaff will serve as the operational base for the Flagstaff Fire Department's Wildfire Management Section, along with providing year-round high-quality and scenario-based training opportunities for local and regional fire personnel. The facility will also enhance coordination among municipal, state, and federal firefighting agencies.
The City of Flagstaff has dedicated $650,000 for the design of the facility, and the $4,000,000 provided by the state will be used for construction.
