TITLE:

Consideration and Approval of Contract: Cooperative Purchase Contract with Phil Long Ford of Denver to purchase a Ford F150 EV Lightning for Engineering in the amount of $61,395.00, plus applicable fees and taxes.
 

STAFF RECOMMENDED ACTION:

  1. Approve the Cooperative Purchase Contract with Phil Long Ford of Denver to purchase a Ford F150 EV Lightning for Engineering in the amount of $61,395.00, plus applicable fees and taxes; and 
  2. Authorize the City Manager to execute the necessary documents. 

Executive Summary:

Staff recommends approval of the purchase of one Ford F-150 EV Lightning in the amount of $61,395.00, plus applicable fees and taxes, utilizing The Interlocal Purchasing System (TIPS) governmental purchasing cooperative contract number 240901; that procurement staff reviewed and validated. This vehicle will support Engineering operational needs which include local travel, site visits, inspections, and interdepartmental coordination. The Ford F-150 Lightning was evaluated alongside comparable internal combustion and hybrid options. Based on expected duty cycle, mileage, and operational use, the electric vehicle meets functional requirements while reducing fuel and routine maintenance costs. The vehicle provides equivalent payload and utility for its intended use. Charging infrastructure is currently available to support this vehicle.  Funding for this purchase is available within the approved General Fund budget and is consistent with the Fleet replacement plan. Approval of this item supports efficient fleet utilization while maintaining reliability and cost control.

Policy Impact:

Approval of this purchase is consistent with the City’s Fleet Management Directive and approved vehicle replacement processes. The vehicle was reviewed and approved by the Fleet Management Committee (FMC) and vetted in coordination with Sustainability, and general funding for this purchase has been approved as part of the FY2025-26 budget. No policy changes or exceptions are required.

Options and Alternatives to Recommended Action:

  1. Approve the Cooperative Purchase Contract for the purchase of the Ford F150 EV Lightning from Phil Long Ford of Denver; or
  2. Provide alternative direction to staff and discuss further with end users and the Fleet Management Committee.

Background and History:

The Fleet Section manages vehicle replacement through an established lifecycle and evaluation process that considers age, mileage, maintenance history, operational use, and total cost of ownership. As part of the FY2025-26 fleet replacement planning effort, staff identified the need to replace a light-duty pickup assigned to Engineering that has reached an appropriate point in its service life.  In alignment with the City’s Fleet Management Directive, the replacement vehicle was evaluated through the FMC process and reviewed in coordination with Sustainability. Electric, hybrid, and internal combustion options were considered based on duty cycle, operational requirements, and service delivery needs. Based on this review, the Ford F-150 Lightning was identified as a suitable replacement that meets operational demands while supporting fleet modernization goals. General funding for this purchase was approved as part of the FY2025-26 budget, and existing charging infrastructure is available to support deployment of the vehicle without additional capital investment. Procurement Staff did find and validate The Interlocal Purchasing System (TIPS) a government purchasing cooperative contract number 240901.
